CITY COUNCIL MINUTES
Regular Meeting
July 15, 2024
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 p.m. on July 15,
2024.
2. Pledge of Allegiance. Alderman Birch Ferguson led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
A timely and proper request to attend remotely was received from Alderman Brown. There was
no objection from the City Council.
Roll call found Lori Chassee, Dan Beebe, Rebecca Stout, Sandy Dimas, Melissa Birch
Ferguson, Heather Brown, Joseph C. Morano, Jeanne Short, Christine Dettmann, Christopher
Swiatek, John Smith, Jr. and John F. Banas were present. Aldermen Alton Hallett and Jayme
Sheahan were absent.
Also in attendance were City Administrator Michael Guttman, Community Development Director
Tom Dabareiner, Public Works Director Mehul Patel, Chief of Police Colin Fleury and City
Attorney Pat Bond.
4. Public Participation.
A. Michael Murray — Mr. Murray from Bloomingdale Township/Mental Health Auxiliary
spoke about 708 Boards and the benefits.
5. City Council Meeting Minutes of July 1, 2024. Alderman Banas made a motion, seconded
by Alderman Swiatek to approve the minutes of July 1, 2024.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Birch Ferguson, Brown, Morano, Short,
Dettmann, Swiatek, Smith, Jr. and Banas. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Dettmann to approve July 15, 2024, Corporate Disbursement Report in the amount of
$652,123.78.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Birch Ferguson, Brown, Morano, Short,
Dettmann, Swiatek, Smith, Jr. and Banas. Motion carried.
7. Consent Agenda:
*Development Committee:
A. Ordinance 24-0-0020 — An Ordinance Granting a Second Extension for Final
Planned Unit Development and Special Use Permit Approval — 511 E. Roosevelt
Road.
Alderman Stout made a motion, seconded by Alderman Chassee, to approve the above item.

*Infrastructure Committee:
B. Authorize the Purchase of One 2024 John Deere 410 P-Tier Backhoe Loader
from West Side Tractor Sales of Lisle, Illinois (for an amount not to exceed
$146,339.70).
C. Waive Competitive Bidding and Approve the Purchase of Two 2025 International
Model HV613 SBA Tandem Axle Truck Chassis and One International Model
HV613 SBA Single Axle Truck Equipped by Bonnell Truck Equipment from Rush
Truck Centers of Springfield, Illinois (for an amount not to exceed $1,099,782.25).
D. Ordinance 24-0-0019 — An Ordinance Authorizing the Disposal or Sale of
Surplus Equipment, Stock Inventory, and/or Personal Property Owned by the City
of West Chicago.
Alderman Morano made a motion, seconded by Alderman Smith, Jr., to approve the above
items.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Birch Ferguson, Brown, Morano, Short,
Dettmann, Swiatek, Smith, Jr. and Banas. Motion carried.
*Public Affairs Committee:
E. Approve the West Chicago Community High School District 94 Homecoming
Parade — Scheduled for Friday, October 18, 2024.
F. Approve the Wheaton Academy Homecoming Fireworks Display —- Schedule for
Thursday, September 26, 2024.
Alderman Chassee made a motion, seconded by Alderman Short, to approve the above items.
Voting Aye by Voice Vote: Chassee, Beebe, Stout, Dimas, Birch Ferguson, Brown, Morano,
Short, Dettmann, Swiatek, Smith, Jr. and Banas. Motion carried.

12. Mayor’s Comments.
Mayor Pineda spoke about the recent storms and to make sure those that need help get the
help they need.
At 7:18 p.m., Alderman Chassee made a motion, seconded by Alderman Stout to adjourn. All
Aldermen voted Aye by Voice Vote.
