ITEM SUMMARY:
On December 19, 2022, the City Council approved Resolution No. 22-R-0073 authorizing the Mayor to execute a
contract agreement with Engineering Resource Associate, Inc. (ERA) of Warrenville, Illinois, for Phase Il — Design
and Phase Ill — Construction engineering services related to the Klein Road Culvert Replacement Project in an
amount not to exceed $102,896.00. ERA’s original scope for Phase II - Design engineering included various traffic
and design analyses, final plans and specifications, various survey work, appropriate permits, and Plat of Highways
(POH) for the junction chambers outside the right-of-way. ERA’s Phase III — Construction engineering services
included construction submittal reviews, construction observation, material inspection completed by its
subconsultant, Rubino Engineering, Inc., project documentation, and closeout.
During Phase Il — Design, ERA completed additional out-of-scope work as required to meet the design and
permitting guidelines for project approval by DuPage County Stormwater Management and the Forest Preserve
District of DuPage County (FPDDC). ERA’s out-of-scope items included wetland delineation, determination, and
reporting per the County’s requirement, revision of grading plans and material requirements to incorporate future
bike path along Klein Road, and various design requirements to acquire a license agreement for the temporary and
permanent easement from the FPDDC. The additional work performed by ERA during PH II — Design amounts to
$11,800.00 for a revised contract amount of $114,696.00.
On August 21, 2023, the City Council approved Resolution No. 23-R-0069 authorizing the Mayor to execute a
contract agreement with Alliance Contractor, Inc. for the implementation of the Klein Road Culvert Replacement
Project in an amount not to exceed $622,932.62. The project was successfully completed in June 2024 and
subsequently closed with the contractor for an actual contract amount of $595,746.17 based on the field-measured
quantities. The actual contract amount is $27,186.45 less than the original approved contract amount or
$27,253.83 less than the FY 2024 budgeted amount of $623,000.00 under 08-34-53-4857.
ERA successfully led and delivered Phase II - Design and Phase III - Construction Engineering for the project. Staff
recommends approving ERA’s Amendment No. 1 in the amount of $11,800.00.
ACTIONS PROPOSED:
Approve Resolution No. 24-R-0054 authorizing the Mayor to execute Amendment No. 1 with Engineering Resource
Associates, Inc. of Warrenville, IL for Phase II and Phase III professional engineering services related to the Klein
Road Culvert Replacement Project in an amount not to exceed $11,800.00 for a revised contract amount of
$114,696.00.
COMMITTEE RECOMMENDATION:
Pending recommendation from the Infrastructure Committee at its meeting on August 1, 2024.
