Staff is requesting that this position be changed to a civilian position, which would decrease the costs to the City by about half; this change would result in no change in the total staffing level in the Police Department. Per past direction, Job Descriptions for any new employee position must be approved by the City Council; please see the attached Job Description for the Community Relations Officer. ACTIONS PROPOSED: Staff recommends approval of the Community Relations Officer Job Description. COMMITTEE RECOMMENDATION: This agenda item is being presented to the Finance Committee and City Council on the same day. ===== PDF PAGE 230 ===== [Extraction: OCR (rendered-page OCR)] Community Relations Officer DEFINITION To perform a variety of duties related to, community education, public relations and administrative functions to develop positive, professional relationships with community leaders; and to provide constant support and assistance to the Department in a variety of administrative and technical duties. SUPERVISION RECEIVED AND EXERCISED Receives supervision from the Investigation/Administration Division Commander. EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES--Jmportant responsibilities and duties may include, but are not limited to, the following: Develop, implement, and promote crime prevention programs and community presentations.. Conduct Neighborhood Watch Meetings and community surveys to educate and evaluate the concerns and potential problems voiced by the community. Provide detailed yearly progress reports reviewing the anti-crime activities of the Department and the progress of the Crime Prevention Unit. Represent the Police Department with the coordinating and planning of City events and preparing IAP’s. Maintain liaison duties with officials with the School Districts; contact and cooperate with community leaders in matters relating to crime prevention and community relations. Maintain good public relations with the community; take an active role in support of the Patrol Division, Investigations and the Support Services Division in areas of public education relative to crime and crime prevention; assist other personnel of the department with public presentations as assigned. Identify and recommend training that will enhance relations between the community, media, city officials, city staff, and members of the police department. Assist the Department with expungements Conduct security surveys at residences and businesses to recommend improved security. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Police methods and procedures include patrol, crime prevention, community policing, and community presentations. Crime prevention efforts and procedures to identify and educate persons in need of public safety information. Public relations techniques. Modern and complex principles and practices of law enforcement, including patrol, crime prevention, traffic control, investigation, and identification techniques. Operational characteristics, services, and activities of a law enforcement program. Pertinent Federal, State, and local laws, codes, and regulations. Identify potential crime situations or traffic hazards and take preventive action. Meet the physical requirements established by the department. Prepare clear, accurate, and concise reports. Communicate effectively, both orally and in writing. Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of increasingly responsible law enforcement experience. Training Equivalent to the completion of the twelfth grade, supplemented by specialized law enforcement training or related military training. License or Certificate Possession of, or ability to obtain an appropriate, valid driver's license.
