                    REGULAR MEETING MINUTES

     Tuesday August 13, 2024 at 5:00 P.M. | West Chicago City Hall | City Council Chambers


(1) Call to order and Establishment of a Quorum
    Chairperson Keith Letsche called the meeting to order at 5:04 P.M. In attendance were Chairperson Keith
    Letsche, Commissioner Kevin Millon and Commissioner Edmond Moore. Police Chief Colin Fleury and Human
    Resources Manager Sash Dumanovic were present.


(2) Approval of Minutes
         (a) Motion by Commissioner Millon to approve the minutes from the May 14, 2024 Regular Meeting and
           the July 31, 2024 Special Meeting. Seconded by Commissioner Moore. No further discussion and
          motion carried.
         (b) Approval of the July 31, 2024 Executive Session deferred to Executive Session.


(3) Correspondence
         (a) A request letter from an entry-level Police Officer candidate was received by the Commission. This
          agenda item was deferred to item 7 below.


(4) Public Participation
         (a) Lisa Wells from the West Chicago Voice attended the Commission meeting.


(5) Old Business
         (a) The City Council approved to amendments to the Rules and Regulations of the West Chicago Civil
            Service Commission. A legal notice will be published.

         (b) Staff did not receive the vendor proposal for the Sergeant Promotional Exam in time for the
          Commission meeting so no action was requested or taken regarding the Exam. Chief Fleury and HR
         Manager Dumanovic provided a brief informational update on the outline of the Exam.

         (c) Chief Fleury provided an informational update on the hiring of Anthony LaPorta from the Final
               Eligibility Roster to fill the Police Officer vacancy. The candidate has successfully completed all
           required pre-employment steps and will be sworn in on August 21, 2024.


(6) New Business
         (a) Approval of the July 31, 2024 Executive Session Meeting Minutes.
         (b) Review of the candidate letter.
         (c) A six-month review of Executive Session Meeting Minutes.

 (7) Items for Discussion and Possible Action
          (a) Items 6(a), 6(b) and 6 (c) above.


 (8) Executive Session
    Pursuant to Section 2(c)(1) of the Open Meetings act for matter relating to the employment, appointment,
    compensation, discipline, performance, or disciplining of specific employees. Further, pursuant to Section 2
     (c)(21) of the Open Meetings Act for review of minutes lawfully closed under that Act.

    Motion made by Commissioner Moore to adjourn to Executive Session for the purpose(s) above. Seconded
    by Commissioner Millor. No further discussion. Motion carried to adjourn to Executive Session at 5:16 PM.


 (9) When Applicable, Items to be Referred for Final Action from Executive Session
    Commission concluded Executive Session and returned to the Regular Session at 5:31 PM.
          (a) Motion by Commissioner Moore to approve the July 31, 2024 Executive Session Meeting Minutes.
           Seconded by Commissioner Millon. No further discussion and motion carried.
          (b) Regarding the Police Officer candidate request letter, motion by Commissioner Millon to maintain
            the previous determination by the Commission to disqualify and remove the candidate from the Final
                Eligibility Roster. Seconded by Commissioner Moore. No further discussion and the motion carried.
           (c) Motion by Commissioner Moore to release the Executive Session Meeting Minutes from March 12,
            2024. Seconded by Commissioner Millon. No further discussion and motion carried.


(10) Adjournment
    Motion by Commissioner Moore to adjourn the meeting. Seconded by Commissioner Millon. No further
     discussion and motion carried. Meeting ended at 5:34 PM.
