MINUTES
PUBLIC AFFAIRS COMMITTEE
Monday, August 19, 2024, 6:15 P.M.
1. Call to Order, Roll Call, and Establishment of a Quorum.
Chairman Chassee called the meeting to order at 6:15pm. Roll Call found Alderman
Brown, Hallett, Birch Ferguson, Smith, Short and Banas.
2. Approval of Minutes.
A. Public Affairs Committee Minutes of July 15, 2024. Alderman Banas made a
motion, seconded by Alderman Short to approve the minutes of the Public Affairs
Committee. Voting Aye: Chairman Chassee, Alderman Hallett, Birch Ferguson, Smith,
Short and Banas. Voting Nay: 0. Abstain: Alderman Brown. Motion carried.
3. Public Participation / Presentations.
4. Items for Consent.
A. West Chicago Park District Spooky Trail. Alderman Banas made a motion,
seconded by Alderman Hallett to direct this item to City Council for approval. Voting
Aye: Chairman Chassee, Alderman Brown, Hallett, Birch Ferguson, Smith, Short and
Banas. Voting Nay: Abstain: 0. Motion carried.
B. Resolution 24-R-0062. A Resolution Approving a Service Agreement with Andy
Frain Services, Inc., for School Crossing Guard Services. Alderman Banas made a
motion, seconded by Alderman Hallett to direct this item to City Council for approval.
Voting Aye: Chairman Chassee, Alderman Brown, Hallett, Birch Ferguson, Smith, Short
and Banas. Voting Nay: Abstain: 0. Motion carried.
5. Items for Discussion.
6. Unfinished Business.
7. New Business. Chairmen Chassee two concerning issues: Increase of Solicitation and
George Street parking. There has been in increase of solicitors on public way Joliet Road,
Route 59, Washington Street and North Ave. These solicitors are either asking for money
or selling water or candy. Chief Fleury explained there is a Supreme Court Ruling that
allows these solicitors to be on the roadways and solicit as long as they are not being
aggressive. Our city attorneys are also looking further in to this issue.

Chairmen Chassee has received many calls on Ann Street residents parking on George
Street. Additional parking enforcement has been requested for George Street. Chief
Fleury has instructed the CSO’s to check and issue all parkers citations if they are not
displaying a George Street permit. Chairmen Chassee asked for a count of citations
issued at the next Public Affairs Meeting.
8. Reports from Staff.
9. Adjournment. Alderman Birch Ferguson made a motion to adjourn, seconded by
Alderman Hallett. The motion was approved by voice vote, and the meeting adjourned at
approximately 6:34pm.
