CITY COUNCIL MINUTES
Regular Meeting
August 5, 2024
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 p.m. on August 5,
2024.
2. Pledge of Allegiance. Alderman Stout led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
A timely and proper request to attend remotely was received from Alderman Brown. There was
no objection from the City Council.
Roll call found Lori Chassee, Dan Beebe, Rebecca Stout, Sandy Dimas, Heather Brown, Alton
Hallett Joseph C. Morano, Jayme Sheahan, Jeanne Short, Christine Dettmann, Christopher
Swiatek, John Smith, Jr. and John F. Banas were present. Alderman Melissa Birch Ferguson
was absent.
Also in attendance were City Administrator Michael Guttman, Assistant City Administrator Tia
Messino, Finance Director Nikki Giles, Assistant Finance Director Diana Soltess, Accountant
Josie Avilez, Assistant Public Works Director Dave Shah, Chief of Police Colin Fleury and City
Attorney Pat Bond.
4. Public Participation.
A. Al Murphy — Mr. Murphy spoke regarding the Forest Preserve District Referendum.
B. Proclamation: Fredericka Howard — Mayor Pineda read the Proclamation celebrating
Fredericka Howard’s 90" birthday.
5. City Council Meeting Minutes of July 15, 2024. Alderman Banas made a motion,
seconded by Alderman Chassee to approve the minutes of July 15, 2024.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Brown, Morano, Sheahan, Short,
Dettmann, Swiatek, Smith, Jr. and Banas. Alderman Hallett abstained. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Dettmann to approve August 5, 2024, Corporate Disbursement Report in the amount of
$2,891 ,244.38.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Brown, Hallett, Morano, Sheahan,
Short, Dettmann, Swiatek, Smith, Jr. and Banas. Motion carried.
7. Consent Agenda:
*Finance Committee:
A. Ordinance 24-0-0023 — An Ordinance Amending the Code of Ordinances of the
City of West Chicago, Appendix D, Section 4 of Appendix B — Subdivision
Regulations — Fair Market Value of Land.

B. Resolution 24-R-0053 — A Resolution Approving a Public Property/Facility
Access and Visitor Policy.
C. Resolution 24-R-0059 — A Resolution Authorizing the Mayor to Execute Certain
Agreement with Training for What's Next, LLC.
D. Resolution 24-R-0057 — A Resolution Approving the Civil Service Commission’s
Recommended Changes to its Rules.
E. Approve the Community Relations Officer Job Description.
Alderman Dimas made a motion, seconded by Alderman Swiatek, to approve the above items.
Voting Aye by Voice Vote: Chassee, Beebe, Stout, Dimas, Hallett, Morano, Sheahan, Short,
Dettmann, Swiatek, Smith, Jr. and Banas. Alderman Brown abstained. Motion carried.
*Infrastructure Committee:
F. Ordinance 24-0-0024 — An Ordinance Amending Chapter 18 — Water and Sewer
Services, Article Ill. - Sewers, of the Code of Ordinances of the City of West
Chicago.
G. Resolution 24-R-0054 — A Resolution Authorizing the Mayor to Execute
Amendment No. 1 with Engineering Resource Associates, Inc. of Warrenville,
Illinois for Professional Engineering Services Related to the Klein Road Culvert
Replacement Project in an Amount Not to Exceed $11,800.00 for a Revised
Contract Amount of $114,696.00.
H. Resolution 24-R-0055 — A Resolution Authorizing the Mayor to Execute
Amendment No. 2 of the Professional Engineering Design Services Contract with
Gewalt Hamilton Associates, Inc. for IL 38 and Technology Boulevard Traffic
Signal Project for an Amount Not to Exceed $24,900.00 for a Revised Contract
Amount of $104,150.00.
Alderman Morano made a motion, seconded by Alderman Smith, Jr., to approve the above
items.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Brown, Hallett, Morano, Sheahan,
Short, Dettmann, Swiatek, Smith, Jr. and Banas. Motion carried.
8. Reports by Committees: Alderman Dimas complemented staff on its work on the audit.

12. Mayor’s Comments.
Mayor Pineda reminded everyone about National Night Out which is on August 6, 2024 from 6-8
p.m. Mayor Pineda mentioned he met with the new Superintendent of District 94, and is
welcoming new teachers for both District 94 and 33 over the next few weeks at a luncheon.
At 7:20 p.m., Alderman Chassee made a motion, seconded by Alderman Stout to adjourn. All
Aldermen voted Aye by Voice Vote.
