ITEM SUMMARY:
The City of West Chicago has a long-standing contract with Andy Frain Services, Inc., which provides eight Crossing Guard
services at each School District 33 and District 303 Norton Creek School in West Chicago. The City has Intergovernmental
Agreements with both school districts that require them to pay 50% of the total cost of their respective portions of the crossing
guard services.
Due to rising inflation, the cost of the supervisor position has increased from $23.49 per hour to $24.19, with a four-hour
minimum, to monitor and schedule the operation to $24.19 per hour. Andy Frain Services also increased the hourly cost of
each crossing guard from $22.20 per hour to $22.76 per hour with a two-hour daily minimum. With 172 school days to cover,
the total cost of the agreement for seven District 33 crossing guards, one District 303 crossing guard, and one supervisor is
$79,278, an increase above the current cost of $76,980. The projected cost to the City is $39,940.
Staff is requesting to enter into a Services Agreement with Andy Frain Services, Inc. for the school Crossing Guard Services
for an amount not to exceed $79,278.

BE IT RESOLVED by the City Council of the City of West Chicago, in
regular session assembled, that the Mayor is hereby authorized to execute and the
Executive Office Manager is authorized to attest certain Agreement with Andy Frain
Services, Inc., a copy of which is attached hereto as Exhibit “A.”

AMENDMENT TO SERVICE AGREEMENT
Effective August 1, 2024 (“Effective Date”), this Amendment (“Amendment”) to Service
Agreement amends that certain Service Agreement made by and between Andy Frain Services, Inc.
(“Contractor”) and City of West Chicago (“Customer”), as follows:
WHEREAS, Customer and Contractor entered into that Service Agreement effective August
1, 2022 (the “Agreement”) setting forth the terms and conditions under which Contractor provides
Customer certain security services and event personnel for the purpose of performing certain security
services (as defined in the Agreement);
WHEREAS, Customer and Contractor now wish to amend the Agreement by entering into
this Amendment with such amended terms to commence as of the Effective Date; and
WHEREAS, any term not defined in this Amendment shall have the same meaning ascribed
thereto in the Agreement.
NOW, THEREFORE, in consideration of the mutual agreements and promises contained
herein, Customer and Contractor hereby agree to amend the Agreement as delineated below
commencing as of the Effective Date:
1. Term. The Parties agree to exercise a two-year renewal option extending the Term to
January 1, 2026.
2. Rates. The Parties agree to amend Section 7(a) of the Agreement and Section 5 of the
Schedule 1 as follows:

3. The Parties agree that this Amendment shall be incorporated by reference into and
shall be made part of the Agreement. The Services as contemplated under this Amendment shall
remain subject to all other terms and conditions contained in the Agreement. All other provisions of
the Agreement not expressly modified herein this Amendment shall remain in full force and effect, it
being understood that, in the event of a conflict between the terms of this Amendment and the
Agreement, the terms of this Amendment will take precedence. For the convenience of the Parties,
this Amendment may be executed in any number of counterparts, including by facsimile, electronic
signature or portable document format (i.e.,.PDF), each of which shall be deemed to be an original
and all of which taken together shall constitute but one and the same instrument. The execution of a
counterpart of the signature page of this Amendment shall be deemed to be the execution of a
counterpart of this Amendment.
IN WITNESS WHEREOF, the parties hereto as of the day and year first written above
have duly executed this Agreement.

Department Overview
The Mission of the West Chicago Police Department is to Protect Life and Liberty, Provide
Quality Police Services, and Forge Community Partnerships with Integrity and Professionalism.
The police department has three divisions: the Office of the Chief of Police, the
Patrol Division, and the Investigations/Administrative Division.
The primary responsibility of the Office of the Chief of Police is to provide general management
direction and control for the Department. The Office of the Chief of Police consists of the Chief
of Police, the Deputy Chief of Police, and the Management Analyst.
The Patrol Division consists of Uniformed Patrol Officers, a Community Service Officer, and a
Training Officer.
The Investigations/Administrative Division consists of Detectives, School Resource Officers,
Evidence/Property, the Targeted Response Unit, the Community Relations Officer, the
Administrative Sergeant, the Records Unit, and Social Services.

Personnel
On July 9", the Police Cadets took a field trip to West Chicago Fire Protection District Station 6.
They toured the ladder track to see the tools and equipment used by firefighters. They also had the
opportunity to tour the firehouse and see how firefighters balance their time working 24-hour shifts.
The Cadets learned what it takes to be a firefighter and how all first responders work together.
On July 26", Officer Sauseda and K9 Kane visited the children at the Kiddie Academy of St.
Charles.
In July, the Department participated in Independence Day "Drive Sober or Get Pulled Over," "Drive
High Get a DUI," and "Click It or Ticket” campaigns. Eight individuals received citations for
unlicensed, suspended, or revoked driver's licenses, and officers issued two citations for child
restraint violations.

Criminal Damage to Property:
#2401256 A known person damaged a residence in the 100 block of W. Lester St. The homeowner
was evicting the basement renter. The renter asked the owner to give her more time to remove her
belongings and not to go into the basement apartment. The owner did not see the renter moving
anything out of the apartment and went to check. When she opened the door, water came rushing out
of the apartment. The renter had turned on the water in the bathroom and kitchen, flooding the
apartment and causing damage.
Burglary:
#2401228 Person(s) unknown entered an abandoned building in the 1100 block of W. North Ave. A
security guard was checking the property and observed two locks broken off the door and the
window flashing hanging down.
Embezzlement:
#2401271 A known person employed by the victim company located on Topsoil Dr. embezzled over
$600,000.00 from 2022 until June 2024. The investigation is ongoing.
#2401304 Person(s) unknown removed the owner's Schwinn bicycle, valued at $300.00, from a
porch in the 1200 block of Kings Cir.
Theft:
#2401338 Person(s) unknown entered the owner's storage locker in the 1200 block of S. Neltnor
Blvd. The offender(s) stole seven clipper sets and other miscellaneous hair care supplies. The stolen
items are estimated to be worth $2,000.00 to $3,000.00. A new lock had been placed on the storage
unit by the offender.

Officer Activities
#2401272 On July 9", officers were dispatched to a business in the 100 block of W. North Ave.
for a stolen motor vehicle report. While responding to the scene, Officers Moos and Cummings
located the vehicle and attempted to stop it. The car refused to stop, and officers terminated the
pursuit due to the offender's disregard for traffic signals and unsafe speeds. OnStar provided
location updates of the vehicle to multiple law enforcement agencies. Eventually, the car was
involved in a crash in Palos Park, where the suspect fled on foot. Officers located the suspect,
arrested him, and transported him to the Palos Park Police Station. Officer MacDougall picked
up the suspect in Palos Park and transported him to the West Chicago Police Station, where
Detective Montgomery and Officer Solis interviewed him. The suspect admitted the keys were
in the unlocked truck, entered it, and drove off in the car. The DuPage County State's Attorney's
Office approved a charge of Possession of a Stolen Motor Vehicle against the suspect. Officers
fingerprinted, photographed, and transported the offender to the DuPage County Jail.
#2401303 On July 15", Officer Rigler conducted speed enforcement near Fremont St. and York
Ave. when he observed a white SUV traveling at 47 MPH in a 25 MPH zone. Officer Rigler
attempted to stop the vehicle; however, it accelerated and utilized several streets and alleys to
evade the traffic stop. Officers canvassed the area and eventually found the SUV parked in the
800 block of Grand Lake Blvd. A witness stated that a male driver had exited the vehicle and
entered the residence. While speaking with the passenger, the driver exited the house. A witness
identified the driver. Officer Rigler asked the driver why he fled, and the suspect said he had no
license. The driver was issued citations for Speeding, Operating a Vehicle Without a Valid
License, and Fleeing or Attempting to Elude a Peace Officer. Officers towed the vehicle from
the scene, and the driver was released.
2401356 On July 22", Officer Solis was conducting surveillance in the 800 block of Gates St.
when he observed two individuals engaging in suspicious activities. They approached a vehicle,
placed duffle bags and book bags in the back seat, entered the car, and drove off. The Officer
observed the vehicle committing traffic violations, and a stop of the car was conducted on
Purnell Rd. just south of Gary’s Mill Rd. While speaking with the occupants of the vehicle,
officers noticed an open container of an alcoholic beverage and searched the
vehicle. Subsequently, officers located a black bookbag behind the driver containing a bottle of
Sauza Tequila, a subcompact semi-automatic firearm 9mm with a loaded magazine and a round
in the chamber, a scale with a white powdery residue, and a plastic bag containing a white rock
like substance (field tested positive for cocaine). The driver was arrested, transported to the
Police Station, and interviewed. The DuPage County State's Attorney's Office approved charges
of felony Possession or Use of a Weapon and Possession of a Controlled Substance. Officers
fingerprinted, photographed, and transported the offender to the DuPage County Jail.
