Chairmen Chassee two concerning issues: Increase of Solicitation and George Street parking. There has been in increase of solicitors on public way Joliet Road, Route 59, Washington Street and North Ave. These solicitors are either asking for money or selling water or candy. Chief Fleury explained there is a Supreme Court Ruling that allows these solicitors to be on the roadways and solicit as long as they are not being aggressive. Additional parking enforcement has been requested for George Street. Chief Fleury has instructed the CSO’s to check and issue all parkers citations if they are not displaying a George Street permit. Chairmen Chassee asked for a count of citations issued at the next Public Affairs Meeting. 8. Reports from Staff. 9. Adjournment. CITY OF WEST CHICAGO MEMORANDUM TO: Michael Guttman, City Administrator FROM: Daniel Peck, Marketing & Communications Manager SUBJ: Installation of Downtown Murals DATE: October 15, 2024 City staff, with a positive recommendation from the Cultural Arts Commission, seeks City Council approval for the installation of several murals in West Chicago's downtown area. This initiative aims to enhance the community's artistic landscape, promote local culture, and create a regional attraction that activates the City's downtown. Project Overview City staff proposes the installation of seven 8'x12' aluminum frames to host artwork that is digitally printed on vinyl banners at the following locations: • (1) 225 Main Street (AT&T) • (2) 200 Main Street (Gallery 200) • (1) 132 Main Street (West Chicago Museum) • (3) 103 W. Washington Street (Gallery 200) This initiative intends to revive a similar project that was initially presented to the Public Affairs Committee on November 23, 2020, by People Made Visible and the West Chicago Museum. The Committee reached a consensus to advance the proposal to the City Council, but the project did not proceed, likely due to disruptions caused by COVID-19. Additionally, for reference, a similar project utilizing the same process was installed in the City of Peoria. As part of this revived project, the City established an agreement with local artist Giovanni "Gio" Arellano to create a series of artwork themed around the Illinois Prairie Path. His artwork­ in-progress is included in this memorandum. This series aims to celebrate and showcase the features of the Illinois Prairie Path, which connects communities across DuPage County, including the City of West Chicago, as it weaves throughout the region. ===== PDF PAGE 5 ===== [Extraction: OCR (rendered-page OCR)] After the concept was confirmed and preliminary artwork was created, the project was presented to the Cultural Arts Commission for initial feedback and direction during its September meeting. A formal recommendation to seek approval to proceed was subsequently made at its October meeting. As the Commission members work toward completing the Public Art Master Plan for the City in 2025, this new addition to the City’s public art is recommended for incorporation as a rotating program that features changing artwork at set intervals. As part of this program, the Commission will establish timelines for installations, define themes, and outline the process for soliciting artists to provide fresh exhibits every few years. Installation Frames will be installed using 1-3/4” Tapcon concrete screw anchors spaced two feet apart along the exterior for facilities with brick and mortar. For the location at 103 W. Washington Street, self-tapping screws of appropriate length will be used. Once the frames are installed, the banners will be positioned within the frames and stretched along the edges until taut. The cover plate of the frame will then be closed, and screws will be inserted into the plate to secure the banner tightly. For frames installed at higher elevations, a 64-foot crane will be utilized, gaining access from Turner Court. The installation of these frames will be completed within one day but may require assistance from the Police Department and/or Public Works Department personnel to facilitate a partial or full road closure due to the size of the vehicle and location. Cost & Funding The total cost for the project is $28,007.50, which includes $8,400.00 for the artist and $19,607.50 for the production and installation of the banners and frames. The City has received a $14,900 grant from the DuPage Foundation’s JCS Arts, Health, and Education fund, designated for the initial implementation of a rotating mural program. To fulfill the grant requirements, the City has matched the funds, establishing a total budget of $29,800. After the installation of the frames, the estimated cost to replace the artwork for all seven locations is approximately $9,800, based on current cost estimates. Future artist fees would need to be determined and approved by the City Council. Conclusion The proposed mural project represents a vibrant addition to West Chicago’s cultural landscape. By investing in this initiative, the City can enhance community pride and attract visitors, further solidifying our downtown as a regional destination.
