Regular Meeting
October 21, 2024
1. Call to Order. Mayor Pro Tem Lori Chassee called the meeting to order at 7:00 p.m. on
October 21, 2024.
2. Pledge of Allegiance. Alderman Sheahan led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
A timely and proper request to attend remotely was received from Aldermen Short. There was
no objection from the City Council.
Roll call found Lori Chassee, Dan Beebe, Rebecca Stout, Sandy Dimas, Melissa Birch
Ferguson, Heather Brown, Alton Hallett, Joseph C. Morano, Jayme Sheahan, Christine
Dettmann, Jeanne Short, John Smith, Jr. and John F. Banas were present. Mayor Ruben
Pineda and Alderman Christopher Swiatek were absent.
Also in attendance were City Administrator Michael Guttman, Community Development Director
Tom Dabareiner, Public Works Director Mehul Patel, Chief of Police Colin Fleury, Marketing and
Communications Manager Daniel Peck, and City Attorney Pat Bond.
4. Public Participation.
A. 2024 Art Banners — Cultural Arts Commission Chairman Heidi Kuharich presented the
winning artists a certificate and a group picture was taken.
5. City Council Meeting Minutes of October 7, 2024. Alderman Banas made a motion,
seconded by Alderman Stout to approve the minutes of October 7, 2024.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Birch Ferguson, Brown, Hallett,
Morano, Sheahan, Dettmann, Short, Smith, Jr., and Banas. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Dettmann to approve October 21, 2024, Corporate Disbursement Report in the amount of
$1,191,178.01.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Birch Ferguson, Brown, Hallett,
Morano, Sheahan, Dettmann, Short, Smith, Jr., and Banas. Motion carried.
7. Consent Agenda:
*Development Committee:
A. Ordinance No. 24-0-0034 — An Ordinance Amending the Code of Ordinances of
the City of West Chicago — Appendix A, the Zoning Code Section 9.7 Relating to
Lot Sizes in the R-6 Multiple-Family Residence District.
Alderman Stout made a motion, seconded by Alderman Sheahan to approve the above items.

*Infrastructure Committee:
B. Ordinance No. 24-0-0033 — An Ordinance Authorizing the Disposal or Sale of
Surplus Equipment, Stock Inventory, and/or Personal Property Owned by the City
of West Chicago.
C. Resolution No. 24-R-0056 — A Resolution Authorizing the Mayor to Execute
Amendment No. 2 for Professional Engineering Services with Thomas
Engineering Group for the Lift Station 5 and Forcemain Project (for an amount not
to exceed $100,057.78).
D. Resolution No. 24-R-0071 — A Resolution Authorizing the Mayor to Execute a
Contract Extension with MacCARB, Inc. for the Procurement of Liquid Carbon
Dioxide for Fiscal Year 2025 (for an amount not to exceed $66,000.00).
E. Resolution No. 24-R-0072 — A Resolution Authorizing the Mayor to Execute a
Contract Extension with Rowell Chemical for the Procurement of Liquid Sodium
Hypochlorite for Fiscal Year 2025 (for an amount not to exceed $105,456.00).
Alderman Morano made a motion, seconded by Alderman Dimas to approve the above items.

Morano, Sheahan, Dettmann, Short, Smith, Jr., and Banas. Motion carried
*Public Affairs Committee:
F. Approve the Installation of Downtown Murals.
G. Resolution No. 24-R-0074 — A Resolution Authorizing the Mayor to Enter Into a
Funding Agreement with Anthem Excavation & Demolition, Inc. for Demolition and
Site Restoration of 126 Wood and Three Residential Properties (for an amount
not to exceed $105,000.00).
H. Resolution No. 24-R-0075 — A Resolution Authorizing the Mayor to Enter Into a
Contract with Cloudpermit for Building Permit and Code Enforcement Software
(for an amount not to exceed $153,500.00).
I. Resolution No. 24-R-0076 — A Resolution Authorizing the Mayor to Enter Into an
Agreement with Upland Design Ltd. for Professional Design Services for Phase 0
of the Proposed Community Park (for an amount not to exceed $182,300.00).
J. Resolution No. 24-R-0077 — A Resolution Authorizing the Mayor to Execute a
Certain Rideshare Access Program Reimbursement Agreement Between the City
of West Chicago and Pace, the Suburban Bus Division of the Regional
Transportation Authority.
Alderman Chassee made a motion, seconded by Alderman Banas to approve the above items.
Voting Aye by Roll Call: Chassee, Beebe, Stout, Dimas, Birch Ferguson, Brown, Hallett,
Morano, Sheahan, Dettmann, Short, Smith, Jr., and Banas. Motion carried.

At 7:11 p.m., Alderman Stout made a motion, seconded by Alderman Hallett to adjourn. All
Aldermen voted Aye by Voice Vote.
