Call to Order, Roll Call and Establishment of a Quorum Alderman Dimas called the meeting to order at 6:00 p.m. on August 5, 2024. Roll call found Daniel M. Beebe, Christine Dettmann, Sandy Dimas, Joseph Morano, Jayme Sheahan, Rebecca Stout and Chris Swiatek present. Alderman Dimas announced a quorum. Staff in attendance: City Administrator Michael Guttman, Finance Director Nikki Giles, and Assistant Finance Director Diana Soltess. 2. Finance Committee Meeting Minutes of May 6, 2024. Alderman Morano made a motion, seconded by Alderman Swiatek, to approve the minutes of May 6, 2024. Voting Aye: Alderman Beebe, Dettmann, Dimas, Morano, Sheahan, Stout and Swiatek. Voting Nay: 0. Motion carried by voice vote. 3. Public Participation / Presentations A. 2023 Audit Finance Director Nikki Giles introduced Jasleen Kaur from Lauterbach & Amen to present the 2023 Fiscal Year Audit to the Committee members. Ms. Kaur provided an overview of the 2023 Fiscal Year Audit to the Committee. Alderman Dimas thanked Finance Director Giles and staff for the hard work during the audit process. B. DuPage Senior Citizens’ Council Request for 2025 Funding DuPage Senior Citizen’s Council (DSCC) Executive Director Marylin Krolak provided an update of the services that DSCC currently provides to senior residents of the City of West Chicago. DSCC is requesting an increase in the grant contribution from $24,000 to $30,000 for 2025. Ms. Krolak spoke to the Committee about the various programs offered by DSCC which include Meals on Wheels, Minor Home Repair, pet care and Senior Dining. Alderman Sheahan asked if seniors call to request home repair assistance. Ms. Krolak explained that seniors can call DSCC or DuPage County who then visit the home and provide a free estimate as well as recommend contractors or repair companies. Ms. Krolak said she would like to see more outreach to seniors by municipalities in order to inform seniors of the available services. Ms. Krolak stated she is thankful for the $24,000 that was given and is requesting $30,000 due to the increase in food cost. Alderman Dimas asked City Administrator (CA) Michael Guttman how the City would fund the $30,000 request. CA Guttman said that per previous Council direction, the two agencies that are currently being supported, Healthy West ===== PDF PAGE 3 ===== [Extraction: OCR (rendered-page OCR)] Chicago and DSCC, must return annually to keep the contribution currently provided by the City. If an increase is being requested, as is the case today, then the Committee would provide direction to staff. If the Finance Committee is interested in approving the increase staff will then work on funding the increase during the budget process. Alderman Dimas said the request for the increase makes sense and the Committee recommended moving forward with the request from DSCC. 4. Items for Consent A.
