Mayor Ruben Pineda called the meeting to order at 7:00 p.m. on January 20, 2025. 2. Pledge of Allegiance. Alderman Swiatek led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. A timely and proper request to attend remotely was received from Alderman Brown. There was no objection from the City Council. Roll call found Lori Chassee, Dan Beebe, Rebecca Stout, Heather Brown, Alton Hallett, Joseph C. Morano, Christine Dettmann, Jeanne Short, Christopher Swiatek, John Smith, Jr. and John F. Banas were present. Aldermen Sandy Dimas, Melissa Birch Ferguson, and Jayme Sheahan were absent. Also in attendance were City Administrator Michael Guttman, Business & Community Relations Director Kelley Chrisse, Community Development Director Tom Dabareiner, Public Works Director Mehul Patel and City Attorney Mary Dickson. 4. Public Participation. Public Hearing: Mayor Pineda opened the Public Hearing. Director Patel explained that as part of the IEPA loan application process and Public Water Supply Loan Program, the City is required to have a public hearing and a comment period for the Preliminary Environmental Impacts Determination for the Lead Service Line Replacement Project. He further stated that minimal environmental impacts were found. Under projects L177215 ($7,745,000) and L177216 ($6,700,000) the City proposes the replacement of approximately 696 lead water service lines running from the City of West Chicago’s water main to the water meters inside the residences or other structures. The Project Summary and Preliminary Environmental Impacts Determination document provided by the Illinois Environmental Protection Agency are available for review at the Water Treatment Plant during normal business hours. Alderman Chassee moved to close the Public Hearing. The motion was seconded by Alderman Banas. Voting Aye by Voice Vote: Chassee, Beebe, Stout, Brown, Hallett, Morano, Dettmann, Short, Swiatek, Smith, Jr., and Banas. Motion carried. 5. City Council Meeting Minutes of January 6, 2025 and City Council Executive Session Meeting Minutes of December 16, 2024. Alderman Banas made a motion, seconded by Alderman Beebe to approve the minutes of January 6, ,2025. Voting Aye by Voice Vote: Chassee, Beebe, Stout, Brown, Hallett, Morano, Dettmann, Short, Swiatek, Smith, Jr., and Banas. Motion carried. 6. Corporate Disbursement Report. Ordinance No. 25-0-0002- An Ordinance Granting a Second Amendment to a Special Use Permit for a Salvage and Recycling Facility - 629-651 West Washington Street. B. Ordinance No. 25-O-0003 — An Ordinance Amending the Code of Ordinances of the City of West Chicago — Appendix A, the Zoning Code Article IV and Article VI Relating to Donation Collection Bins. Alderman Stout made a motion, seconded by Alderman Chassee to approve the above items. Voting Aye by Voice Vote: Chassee, Beebe, Stout, Brown, Hallett, Morano, Dettmann, Short, Swiatek, Smith, Jr., and Banas. Motion carried. *Public Affairs Committee: A. Approve — St. Andrew Lutheran Church Stations of the Cross — Scheduled for Friday, April 18, 2025 from 12:00 p.m. — 1:00 p.m. B. Approve — The City’s Blooming Fest Event — Scheduled for Saturday, May 17, 2025 from 9:00 a.m. to 3:00 p.m. C. Approve — The City’s Food Fest Event - Scheduled for Saturday, August 23, 2025 from 4:00 p.m. to 8:00 p.m. D. Approve — The City’s Frost Fest Event - Scheduled for Saturday, December 6, 2025 from 4:30 p.m. to 7:00 p.m. Alderman Chassee made a motion, seconded by Alderman Short to approve the above items. Resolution No. 25-R-0002 — A Resolution Authorizing the Mayor to Execute a Contract Amendment No. 2 with Cemetery Management, Inc. (John B. Reynolds) for Cemetery Sexton Services in an Amount of $1,800.00 for a Revised Not to Exceed Amount of $46,800.00 for FY2024. Alderman Banas made a motion, seconded by Alderman Swiatek to approve the above items.
