Guttman SIGNATURE ITEM SUMMARY: On January 15, 2024, the City Council approved Resolution No. 24-R-0004, for Resolution for Improvement Under The Illinois Highway Code (BLR 09110) and the Request for Expenditure/Authorization of Motor Fuel Tax Funds (BLR 09150) authorizing the use of $570,000.00 in State Motor Fuel Tax (MFT) and $1,780,000.00 Rebuild Illinois (RBI) Grant funds in the amount totaling $2,350,000.00, which funded a portion of the 2024 Harvester Road Reconstruction Project (Project). Under Resolution No. 24-R-0033 the City Council awarded the Project to Plote Construction, Inc. for the total contract amount not to exceed $3,819,800.57. The scope of the project is considered a permissible use of the State MFT and RBI Grant funds for FY 2024 under the applicable provisions for the Highway Code and necessary Illinois Department of Transportation (IDOT) requirements. IDOT subsequently approved and authorized the use of the State MFT and RBI funds for the project in FY 2024 At the end of the project, IDOT requires the Local Agencies to submit the Final Report of Expenditure (BLR 13510), which summarizes the actual amount of State MFT, RBI, and Local funds expended for the project. The Project utilized $566,843.72 of the State MFT, $1,779,100.52 of the RBI funds, $1,374,363.77 of the Capital Project Funds (Local), $49,967.28 of the Water Fund (Local), and $49,521.72 of the Sewer Fund (Local), for a final contract amount of $3,819,797.01, which is denoted in the enclosed Final Report of Expenditures (BLR 13510). Although Local Agencies are not required to pass a Resolution to terminate the use of State MFT or RBI funds for projects, it is good financial practice to document the actual expenditures of the State MFT and RBI funds for the project. ACTIONS PROPOSED: Approve Resolution No. 25-R-0007 authorizing the Director of Public Works to execute the Final Report of Expenditure (BLR 13510) for submittal to the Illinois Department of Transportation (IDOT) for final approval for the use of State Motor Fuel Tax and Rebuild Illinois grant funds for the 2024 Harvester Road Reconstruction Project. COMMITTEE RECOMMENDATION: The Infrastructure Committee voted 7-0 for approval.
