Call to Order, Roll Call, and Establishment of a Quorum The meeting was called to order by Chairman Letsche at 6:00p.m. Roll call found Chairman Letsche, and Commissioners Vigsnes, Christman, Edwards, Pletcher, and Cherrington present. Commissioner Andrews was absent. With six members present, a quorum was established. Chairman Letsche welcomed the two new commissioners Jarod Pletcher and Tom Cherrington. 2. Public Comment - None 3. Certificate of Appropriateness (COA) Review A. C.O.A. 25-01 – 209 E Washington Street – Roof and Siding Mr. Sterrett stated that Mudassir Siddiqui, owner of the home located at 209 E Washington Street in the East Washington Street Historic District, is requesting approval of a Certificate of Appropriateness for a previous roof replacement on the home that was granted by the Commission under preliminary review at the last meeting. The installed roof shingles are Timberline HDZ architectural shingles with a pewter gray color to match the previous shingles. The applicant is also seeking approval to change the color of the existing horizontal siding of the home to an Off-White shade. The existing color of the siding is a yellow hue around most of the home with a white colored vertical siding on the rear of the house. The building is a 1900 Queen Anne and according to the East Washington street Historic District survey the building is contributing to the District though is not indicated as a candidate for local landmark status. After a brief discussion, Commissioner Vigsnes made a motion, seconded by Commissioner Edwards, to approve the COA application as presented. C.O.A. 25-02 – 116 Main Street – Roof Repair Mr. Sterrett stated that Oscar Munoz, owner of 116 Main Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness for a roof repair needed from a fire that occurred in the building in 2024. The roof repair was deemed an emergency repair to protect the integrity of the interior of the building and the work was performed in November of last year. The roof was removed down to the plywood decking for inspection of any additional damage and installation of new plywood where needed. The existing shingles were replaced with Timberline HDZ architectural shingles with a matching color. Please see photos and spec sheet for more details. The building is a 1900 Late Victorian. According to the Turner-Junction Historic District survey the building is non-contributing to the District and is not a candidate for local landmark status. After a brief discussion, Commissioner Vigsnes made a motion, seconded by Commissioner Edwards, to approve the COA application as presented. With a voice vote of all ayes the motion carried. C. C.O.A. 25-03 – 100 Main Street – Signage Mr. Sterrett stated that Deisy Torres of American Family Insurance, tenant at 100 Main Street, Suite B in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to install a flush-mounted panel sign on the side of the north side of the building facing West Washington Street. The sign, which will advertise the tenant’s business, will be 24 square feet, which complies with the maximum 92 square feet of signage permitted on this portion of the building. The sign will be attached to the brick with 3/8” Tapcon screws. Please see photos and spec sheet for more details. The subject building is Art Moderne constructed in the 1930s. According to the Historical District Property Survey, the building is contributing to the district but is not a candidate for local landmark status. After a brief discussion, Commissioner Christman made a motion, seconded by Commissioner Cherrington, to approve the COA application with the condition that the screws fastening the sign to the wall be installed into the mortar and not the brick. With a voice vote of all ayes the motion carried. D. C.O.A. 25-04 – 115 W Washington Street – Roof Handrail Mr. Sterrett stated that Juan Torres of JMK Exteriors, Inc., representing the owner of 115 Main Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to install a guardrail along the edge of the low roof on the rear of the building. C.O.A. 25-05 – 431 E Washington Street – Radon Mitigation System Mr. Sterrett stated that David Lundeen, owner of the home located at 431 E Washington Street in the East Washington Street Historic District, is requesting approval of a Certificate of Appropriateness to install a radon mitigation system in the home. Although the system will be installed primarily inside the home, an AMG Eagle Extreme duct fan with a 3-inch PVC pipe for venting will be installed on the exterior of the home at the northwest corner, away from public view. The vent pipe will run up the side of the house and extend 12 inches past the roof line. The building is an 1907 Queen Anne and according to the East Washington street Historic District survey the building is significant to the District and is a candidate for local landmark status. After a brief discussion, Commissioner Pletcher made a motion, seconded by Commissioner Vigsnes, to approve the COA application as presented. With a voice vote of all ayes the motion carried. 4. The 136 Main Street portion of the building was constructed in the 1860s and the 134 Main Street por- tion in 1952. The consultant will also be tasked with surveying other areas of the City that have houses of historical and architectural significance. This will assist the City with determining what buildings should be promoted for local landmark status and if any new historic districts should be considered. Attached are maps of the areas suggested by staff for surveying and below are brief descriptions of these areas based on initial research from staff. Turner Junction Historic District The City’s first Historic District was established in 1991. This district is located in a portion of the City’s Central Business District, approximately 30 acres in size and contains approximately 90 buildings. The architecture style of these buildings primarily consists of Art Moderne, Late Victorian, Greek Re- vival, Spanish Colonial, Classical Revival, and Queen Anne. East Washington Street Historic District The City’s second Historic District was established in 2003. This district is located east of the Turner Junction Historic District located in one of the City’s residential districts containing approximately 40 homes and is roughly 16 acres. The architecture style of these homes primarily consists of Queen Anne, Colonial Revival, and American Foursquare. Old Heidelberg Neighborhood A residential area southwest of the Turner Junction Historic District known as Old Heidelberg, this ar- ea is roughly 62 acres and contains approximately 90 residential homes primarily of Upright and Wing and Gable Front architecture. Town of Turner This 85-acre residential area is northeast of the Turner Junction Historic District known as Town of Turner. This area has over 200 homes with a diverse variety of architectural styles including Queen Anne, American Foursquare, Bungalows, Italianate, and Craftsman. Town of Junction Immediately east of the Turner Junction Historic District and south of the East Washington Street His- toric District, this residential neighborhood has around 80 homes, primarily Foursquare, Bungalow, and Cottage Style homes and is about 25 acres in size. Elmwood & Highland This residential area contain Sears Kit homes, bungalows, and mid-century modern homes, as well as other diverse types of architecture. The Elmwood & Highland neighborhood is directly north of the Town of Turner neighborhood, approximately 70 acres with around 100 homes.
