Approval of Minutes a. Environmental Commission Meeting Minutes of March 20, 2025 i. Rodriguez made a motion, seconded by Cherrington, to approve the Meeting Minutes. 1. Sustainability Plan – Subcommittee Update Discussion: Kesler shared that contact was made with the City of Batavia to get feedback from City staff and elected officials regarding their experience since the implementation of single-use bag fees. He plans to share the results of this outreach with the Commission at the May meeting. b. New Additions or Upcoming Events i. Spring Adopt-A-Highway Clean Up Event (Hawthorne Lane) 1. Today around 6:00 P.M. ii. Blooming Fest – May 17, 2025, 9:00 A.M. – 3:00 P.M. 1. Location: Downtown West Chicago Discussion: Shah updated the Commission on preparations for Blooming Fest. Bareroot preparation will take place in the garage at the Water Treatment Plant on May 15, 2025, at 5:00 P.M. immediately following the Environmental Commission Meeting. Burris and Rodriguez are making efforts to have an arborist in attendance for Blooming Fest as well. Rodriguez suggested ordering City logo hats for interested Commissioners to wear during the event. iii. Paper Shredding Event & Rain Barrels Pick Up – June 7, 2025, 9:00 A.M. – 12:00 P.M. 1. Two shredders have been confirmed for the event, and eWorks will accept textiles for recycling/reuse as well. The draft event flyer was reviewed, and Rodriguez suggested changing the background to green to be in line with the Commission’s green initiative. 6. Other Business a. Participation Certificate for the Holiday Lights Recycling Event Discussion: Shah provided the certificates for the Commissioners to present to participants. b. Arbor Day and Earth Day Proclamation at the April 21, 2025, City Council Meeting at 7:00 P.M. Discussion: Shah invited the Commissioners to attend the meeting in support of the Proclamations. c. Arbor Day Tree Planting Event Invitation Discussion: Shah invited the Commissioners to attend the tree planting in support of the City’s Arbor Day celebration on April 25, 2025, at 10:00 A.M. at 135 W. Grandlake Boulevard. d. Monarch Butterfly Action Items Discussion: Shah shared that he and Burris met with the City’s Street Superintendent to discuss planting pollinators in town. Burris will work with the West Chicago Garden Club to seek volunteers to plant pollinator gardens at the METRA parking lot and two of the City’s entryway signs (one on Route 64 near Fair Oaks Road and one on Neltnor Boulevard just south of St. Andrews Golf and Country Club). They will also maintain the existing pollinator garden at City Hall. Public Works staff are preparing these areas, and Commissioners are invited to volunteer with the plantings. A planting date will be set for some time in May. Burris will also be giving a presentation at Ball Horticultural on April 22, 2025, at 12:00 P.M. e. Water Treatment Plant Tour i. Took place today after the meeting. f. Adopt-A-Highway Cleanup i. Took place today after the Water Treatment Plant tour and concluded at 7:55 P.M. g. Rodriguez inquired about the City’s upcoming Open House. Shah shared that it would be held on April 23, 2025, from 5:00-7:00 P.M. at City Hall. City staff will be there in an informal setting to share information about public engagement, community resources, and projects going on in the City. All are invited to attend. h. Shah noted that DuPage County shared information with him about a nonprofit entity aiming to connect low-to-moderate income households with Community Solar Project. The residents would save a minimum of 10% on the energy portion of their ComEd bill by participating. They are looking for events to do some outreach and hopefully sign up some households. Shah asked the Commission if they would be interested in having the nonprofit at Blooming Fest; they would like more information first. Cherrington suggested sharing information about ComEd’s free energy assessment at Blooming Fest as well. 7. Adjournment a. Upon completion of the Adopt-A-Highway cleanup event at 7:55 P.M., there was a general agreement by the Commissioners to conclude the meeting.
