Call to Order, Roll Call, and Establishment of a Quorum. Alderman Rebecca Stout called the meeting to order at 6:00 p.m. Roll call found Aldermen Julieta Alcantar-Garcia, Melissa Birch Ferguson, Denise Carreto-Mufioz, Matthew Myers, Rebecca Stout and Christopher Swiatek present. Alderman Stout announced a quorum. Also in attendance was Community Development Director, Tom Dabareiner. 2. Selection of a Chair and Vice Chair Alderman Swiatek moved, and Alderman Myers seconded the nomination of Rebecca Stout as Committee Chair. Voting Aye: Aldermen Alcantar-Garcia, Birch Ferguson, Carreto-Muiioz, Myers, Stout and Swiatek. Alderman Stout moved, and Alderman Swiatek seconded the nomination of Melissa Birch Ferguson as Committee Vice Chair. Voting Aye: Aldermen Alcantar-Garcia, Birch Ferguson, Carreto-Mufioz, Myers, Stout and Swiatek. 3. Approval of Minutes. A. April 14, 2025. Alderman Swiatek moved, and Alderman Birch Ferguson seconded the motion to approve the minutes. Voting Aye: Aldermen Alcantar-Garcia, Birch Ferguson, Carreto-Mujioz, Myers, Stout and Swiatek. 4. Public Participation. None. 5. Items for Consent. A. 1880 Arthur Drive — Karen’s Truck Repair seeks a Special use Permit for a Motor Vehicle Repair Shop at the referenced address. Approval was unanimous from the Plan Commission on June 3, 2025. Approval was unanimous from the Plan Commission on June 3, 2025. Alderman Myers requested Item B. be removed from the consent agenda for further discussion. Alderman Swiatek moved, and Alderman Myers seconded the motion to approve Item A. Voting Aye: Aldermen Alcantar-Garcia, Birch Ferguson, Carreto-Muiioz, Myers, Stout and Swiatek. 6. Items for Discussion. None. 7. Unfinished Business. Discussion ensued regarding Item 5. B., 1200 North Prince Crossing Road, and why there have been seven amendments to the petitioner’s Special Use Permit. Mr. Dabareiner briefly touched on some of the plaguing issues such as having to renew expired Special Uses, changing the areas to be paved, and an ownership change. Alderman Birch Ferguson moved, and Alderman Swiatek seconded the motion to approve Item B. Voting Aye: Aldermen Alcantar-Garcia, Birch Ferguson, Carreto-Mufioz, Myers, Stout and Swiatek. 8. New Business. Alderman Myers asked about adding festoon lighting to the downtown as it would be inviting and help add more light at night. Mr. Dabareiner agreed to pass along this suggestion to the Economic Development and Infrastructure Committees as they handle downtown improvements. 9. Reports from Staff. Mr. Dabareiner reported on potential Agenda Items for next month’s meeting on July 14, 2025, and a survey to be conducted by the Historic Preservation Commission. 10. Adjournment. Alderman Birch Ferguson moved to adjourn the meeting at 6:14 p.m., and Alderman Swiatek seconded the motion. With a voice vote of all ayes, the motion carried.
