ITEM SUMMARY:
The City staff received a complaint regarding uncontrolled intersection at Pine St with N. Oak St. The
nature of the complaint was due to it being a four-way uncontrolled intersection, drivers are confused as
to which street has the right-of-way. Upon site visits, staff discovered Wendall St at N, Oak St (four-way)
and Plymouth Ct at N. Oak St (three-way) are also uncontrolled intersections. Upon review of crash
history, there have been seven crashes related to uncontrolled intersection at Pine St with N. Oak St
since September 2020. There is no crash history available during the same time frame for Wendall St and
Plymouth Ct.
Per the Manual of Uniform Traffic Control Devices (MUTCD) and rules of rights-of-way, when two
vehicles approach an intersection from different streets at the same time, the driver of the vehicle on the
left yields to the driver of the vehicle on the right. With aforementioned intersections being multi-legged a
confusion can occur amongst the drivers when more than two vehicles approach the intersection at the
same time.
The attached proposed ordinance 25-O-0027 is an amendment to Chapter 17, Article XVII. Schedules of
Designated Streets, Division 4. Yield Intersections, Section 17-181. Designated; Compliance Required.,
of the City Code and includes all Wendall St, Pine St and Plymouth Ct to yield to N. Oak St.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES
OF THE CITY OF WEST CHICAGO — CHAPTER 17 TRAFFIC, ARTICLE
XVII, SCHEDULES OF DESIGNATED STREETS; DIVISION 4. YIELD
INTERSECTIONS; SECTIONS 17-181. DESIGNATED; COMPLIANCE
REQUIRED
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
West Chicago, Illinois, in regular session assembled, as follows:
Section 1. That Chapter 17 TRAFFIC, ARTICLE XVII. SCHEDULES OF
DESIGNATED STREETS; DIVISION 4. YIELD INTERSECTIONS; Sections 17-181.
Designated; compliance required, of the Code of Ordinances of the City of West Chicago
is hereby amended by adding thereto the following language:
Pine Street. All Pine Street traffic shall yield for all N. Oak Street traffic.
Plymouth Ct. All Plymouth Ct traffic shall yield for all N. Oak Street traffic.
Wendall Street. All Wendall Street traffic shall yield for all N. Oak Street traffic.
Section 2. That all ordinances and resolutions, or parts thereof, in conflict with
the provisions of this Ordinance are, to the extent of such conflict, expressly repealed.
Section 3. That this Ordinance shall be in full force and effect ten (10) days from
and after its passage, approval and publication in pamphlet form as provided by law.
