Approval of Minutes. A. June 9, 2025. Alderman Swiatek moved, and Alderman Birch Ferguson seconded the motion to approve the minutes. Zoning Text Amendment (Keeping of Chickens on Certain Single-Family Residential Properties) — Stemming from a request from Public Affairs Committee members, text was drafted that would allow the keeping of chickens in Single-Family residences. Properties would need to exceed 6,500 square feet in size. Coops would be limited to one per backyard and hold no more than six hens and no roosters. The proposed Zoning Text Amendment lists a number of additional restrictions, which followed discussion with several coop operators and addressed Plan Commission questions. Approval was unanimous (4-0) from the Plan Commission on July 1, 2025. Alderman Myers requested Item A. be removed from the consent agenda for further discussion. Zoning Text Amendment (Creation of a Temporary Use to Permit Outside Seasonal Events) — Five Points Production, operator of the Haunted House at 241 W. An inquiry about the timeframe was made. The members were informed the event would run from about September 1* through October 315, but not to exceed 60 days. The members agreed upon wanting staff to research their concerns and make any necessary changes to the proposed ordinance prior to City Council approval. The construction easement is needed to grant the owner access to the City property to perform modifications to the basin. The proposed work includes re-grading the top of the berm and the overflow weir to raise the overflow elevation 0.3 feet which will add 2.126 acre-feet of storage to the basin. By raising the overflow elevation of this detention basin, the total detention volume of the basin increases. This is necessary to allow for the future development of undeveloped parcels in the subdivision, such as Mr. Muccianti’s. Without a modification to the existing detention basin, development of the vacant parcels becomes difficult. Staff has reviewed the submitted plans for this work and has approved a site development permit for this construction. A temporary access/construction easement has been prepared by staff that will allow access for the work to be performed. Once the work has been completed the temporary easement will cease.
