CITY COUNCIL MINUTES
Special Meeting
August 13, 2025
1. Call to Order. Mayor Daniel Bovey called the meeting to order at 6:30 p.m. on
August 13, 2025.
2. Roll Call and Establishment of a Quorum.
Roll call found Dan Beebe, Julieta Alcantar-Garcia, Rebecca Stout, Sandy Dimas,
Melissa Birch Ferguson, Denise Carreto-Mufioz, Joseph C. Morano, Jayme Sheahan,
Alton Hallett, Christopher Swiatek, and Matthew Myers were present. Alderman Sergio
Santiago, John Smith, Carlos Avifia Soto were absent.
Also in attendance Interim City Administrator Tia Messino, Business & Community
Relations Director Kelley Chrisse, and Attorney Kevin Sterk.
Mayor Bovey said he was going to recuse himself on this part of the meeting but was
going to have Alderman Beebe continue the meeting.
3. Approve the Appointment of Robbins Schwartz as Special Counsel to
Represent the City of West Chicago in the Pending Greenhouse Litigation.
Alderman Stout made a motion, seconded by Alderman Dimas to approve the
appointment.
There was no discussion.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Stout, Dimas, Birch Ferguson,
Carreto-Mufioz, Sheahan, Hallett, Swiatek, Morano and Myers. Motion carried.
Alderman Beebe said he would give the meeting back to Mayor Bovey.
4. Adjournment
At 6:33 p.m., Alderman Myers made a motion, which was seconded by Alderman
Morano to adjourn this meeting.
Voting Aye by Voice Vote: Beebe, Alcantar-Garcia, Stout, Dimas, Birch Ferguson,
Carreto-Mufioz, Sheahan, Hallett, Swiatek, Morano and Myers. Motion carried.
