MINUTES
PUBLIC AFFAIRS COMMITTEE
Monday, July 21, 2025, 6:15 P.M.
Call to Order, Roll Call, and Establishment of a Quorum.
Alderman Smith called the meeting to order at 6:15pm. Roll Call found Alderman
Alcantar-Garcia, Avifia-Soto, Carreto- Mufioz, Birch-Ferguson, Morano and Santiago.
A. Selection of Chairman and Vice Chairman
Alderman Morano nominated Alderman Smith as the Chairman of the Public Affairs
Committee, seconded by Alderman Avifia-Soto and the vote was unanimous for
approval.
Alderman Birch Ferguson nominated Alderman Morano as the Vice Chairman of the
Public Affairs Committee, seconded by Alderman Carreto-Mufioz and the vote was
unanimous for approval.
Approval of Minutes.
A. Public Affairs Committee Minutes of May 19, 2025. Alderman Morano made a
motion, seconded by Alderman Alcantar-Garcia to approve the minutes of the Public
Affairs Committee. Voting Aye: Chairman Smith, Alderman Alcantar-Garcia, Avifia-
Soto, Carreto-Mufioz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0.
Motion carried.
Public Participation / Presentations.
Rafael Vieyr, Thomas Tawney and Sugeira Tellez all members of Despertar Latino. They
wanted to introduce themselves since their organization will oversee the City’s 2025
Mexican Independence Day Festivities.
There was also participation by three residents of Arbor Street, including Steve Treudt,
who addressed their concerns to the Committee of the semi-truck traffic down Arbor
Street. Chief Fleury responded to their concerns and informed them that extra patrol will
be added to the area and will continue to work on solutions on this ongoing issue.

B. Ordinance No. 25-O-0028 — Ordinance Amending Chapter 17, Article XVII.
Schedules of Designated Streets, Division 6 Parking Prohibited At All Times, Section
17-191(e) Designated Compliance Required - Alderman Morano made a motion,
seconded by Alderman Birch-Ferguson to direct this item to City Council for approval.
Voting Aye: Chairman Smith, Alderman Alcantar-Garcia, Avifia-Soto, Carreto-Mufioz,
Birch-Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0. Motion carried.
C. Homecoming — Fireworks Display Wheaton Academy - Alderman Morano made
a motion, seconded by Alderman Birch-Ferguson to direct this item to City Council for
approval. Voting Aye: Chairman Smith, Alderman Alcantar-Garcia, Avifia-Soto,
Carreto-Mufioz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0.
Motion carried.
D. FIT4FALL 5K — Healthy West Chicago - Alderman Morano made a motion,
seconded by Alderman Birch-Ferguson to direct this item to City Council for approval.
Voting Aye: Chairman Smith, Alderman Alcantar-Garcia, Avifia-Soto, Carreto-Mufioz,
Birch-Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0. Motion carried.
E. Mexican Independence Day Festival 2025 Despertar Latino. Alderman
Alcantar-Garcia recused herself from voting. Alderman Morano made a motion,
seconded by Alderman Birch-Ferguson to direct this item to City Council for approval.
Voting Aye: Chairman Smith, Alderman Avifia-Soto, Carreto-Mufioz, Birch-Ferguson,
Morano and Santiago. Motion carried.
F. Resolution No. 25-R-0050 — Funding Agreement Mexican Independence Day
Festival 2025. Alderman Alcantar-Garcia recused herself from voting. Alderman
Morano made a motion, seconded by Alderman Birch-Ferguson to direct this item to
City Council for approval. Voting Aye: Chairman Smith, Alderman Avifia-Soto,
Carreto-Mufioz, Birch-Ferguson, Morano and Santiago. Motion carried.
G. Public Art Installation Proposal: WeGo Full Steam Ahead - Alderman Morano
made a motion, seconded by Alderman Birch-Ferguson to direct this item to City
Council for approval. Voting Aye: Chairman Smith, Alderman Alcantar-Garcia, Avifia-
Soto, Carreto-Mufioz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0.
Motion carried.

A. West Chicago Police Department May and June Monthly Reports
10. Adjournment. Alderman Morano made a motion to adjourn, seconded by Alderman
Santiago. The motion was approved by voice vote, and the meeting adjourned at
approximately 6:39pm.
