Call to Order, Roll Call, and Establishment of a Quorum The meeting was called to order by Chairman Letsche at 6:00p.m. Roll call found Chairman Letsche, and Commissioners Edwards, Pletcher, and Cherrington present. Commissioners Vigsnes, Christman, Andrews were excused. With four members present, a quorum was established. Staff in attendance included City Planner John Sterrett. 2. Public Comment - None 3. Approval of the draft June 24, 2025 Regular Meeting Minutes Commissioner Cherrington made a motion, seconded by Commissioner Edwards, to approve the June 24, 2025 meeting minutes. With a voice vote of all ayes the motion carried. 4. Approval of the draft June 24, 2025 Public Hearing Meeting Minutes Commissioner Pletcher made a motion seconded by Commissioner Cherrington to approve the June 24, 2025 Public Hearing Meeting Minutes. With a voice vote of four ayes and three abstentions the motion carried. 5. Certificate of Appropriateness Review A. COA 25-16 – 31 East Washington Street – Anthony Saporiti – Proposal to Remove an Existing Brick Chimney from a Single-Family Home Mr. Sterrett stated that Anthony Saporiti, owner of the single-family home at 351 East Washington Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to remove the existing chimney structure on the home. The chimney has begun to fall into disrepair and the applicant appeared before the Commission at the May meeting for a preliminary review for the removal of the chimney. During the discussion of the preliminary review, there was concern from members of the Commission that the removal of the chimney would alter the historic character of the home. The home is an L-Form constructed in 1880 and considered to be a contributing structure. The Commission instructed the applicant to obtain quotes to determine the cost of repairing the chimney to its original state versus removal of the chimney completely. The applicant obtained a verbal quote from St. Charles Masonry for $3,200 to rebuild the exterior of the chimney. To remove the chimney and re-shingle would cost $300 to $400, per the verbal quote the applicant received from St. Charles Masonry. The applicant is requesting to move forward with the removal of the chimney and re-shingling the roof to substantially match the existing roof shingles. 475 Main Street T 630.293.2200 Daniel Bovey MAYOR West Chicago, Illinois F 630.293.3028 60185 westchicago.org ===== PDF PAGE 3 ===== [Extraction: embedded PDF text] After a brief discussion, Commissioner Edwards made a motion, seconded by Commissioner Pletcher, to approve the COA application as presented. With a voice vote of three ayes and one no, the motion carried. Chairman Letsche stated he voted in opposition because the home is a contributing structure and does not want to start a precedent of removal of architectural features such as a chimney from a contributing structure. 6. Historic District/Landmark Updates A. 2025-2026 Architectural and Historical Survey Update Mr. Sterrett stated that the kick-off meeting with MKSK Architects occurred earlier in the month. The actual surveying will begin later in the fall while MKSK does initial background research. 7. Preliminary Review Mr. Sterrett stated that the Library District is interested in installing an electronic message board at the Library property. Members of the Commission agreed the Library should submit an application with plans for further discussion on this concept. 8. Other Business a. Historical Preservation Webpage – Mr. Sterrett stated this is ongoing. b. Commercial Storefront Design Guidelines – Mr. Sterrett stated the proposal to update the Commercial Storefront Design Guidelines will be included in the proposed 2026 budget for review. 9. Adjournment With no further business to discuss, Commissioner Pletcher made a motion, seconded by Commissioner Cherrington, to adjourn the meeting. With a voice vote of all ayes the motion carried and the Historical Preservation Commission, at 6:27 p.m., adjourned. Respectfully submitted by John H. This includes removing the existing damaged stone veneer on the first floor, removing the existing damaged brick under the stone veneer, and installing new brick that will substantially match the exist- ing brick. The existing wood material on the front of the building will also be removed and new brick will be installed in its place. The existing windowfront will be removed and replaced with aluminum storefront windows with glazing. A 4-inch limestone windowsill will be installed under the windows. The two existing doors on the front of the building will be removed and replaced with bronze anodized aluminum narrow-style doors. The existing transom above each door will remain and will consist of new glass. Please see attached elevations. The existing stairs on the side of the building are in poor condition and are proposed to be replaced with new wood stairs. These stairs are a requirement for emergency egress. Please see attached plans for the stairs. The property owner is also proposing to replace the existing double-door on the rear of the building with a dark bronze anodized aluminum commercial door with glass. The property owner had indicated a desire to use a skim-coat of plaster to repair certain areas on the existing limestone on the rear of the building that have deteriorated. Staff, however, has recommended that instead the limestone be tuckpointed for preservation and in keeping with the other limestone facades on Turner Court. The building is a 1900 Late Victorian. According to the Turner-Junction Historic District survey the building is non-contributing to the District and is not a candidate for local landmark status. ACTION PROPOSED: Consideration of a façade renovation, rear door, and stair replacement at 116 Main Street. ===== PDF PAGE 5 ===== [Extraction: no text detected] [No text detected on this page; page may be blank, photographic, or graphical.] ===== PDF PAGE 6 ===== [Extraction: no text detected] [No text detected on this page; page may be blank, photographic, or graphical.] ===== PDF PAGE 7 ===== [Extraction: no text detected] [No text detected on this page; page may be blank, photographic, or graphical.] ===== PDF PAGE 8 ===== [Extraction: no text detected] [No text detected on this page; page may be blank, photographic, or graphical.] ===== PDF PAGE 9 ===== [Extraction: no text detected] [No text detected on this page; page may be blank, photographic, or graphical.] ===== PDF PAGE 10 ===== [Extraction: OCR (rendered-page OCR)] FACP 117 ===== PDF PAGE 11 ===== [Extraction: no text detected] [No text detected on this page; page may be blank, photographic, or graphical.] ===== PDF PAGE 12 ===== [Extraction: embedded PDF text] NEW BE COLOR ROOF EXITING NEW EXISTING DOORTO TO EXISTING TO FULL BY VYNIL REMAIN ALUMINUM WINDOW TOREMAIN EXISTING THIN BE FULL TOBE THIN BRICK REPLACED ROOF OWNER ALUMINUM SET SET WINDOWS STONE REPLACED STONE REPLACED STONE 1'-3" 2" 3'-0" 7'-0" 3'-0" 2" NEW 4" 2'-4" 2" LIMESTONE 3'-2" WINDOW 2" SILL 4'-41 2" 2" 4'-6" 2" 3'-0" 2" 2" WINDOWS TO BE 4'-41 2" REPLACED 2"1'-6"2" 3'-0" 2"1'-6" DOOR TO ASSEMBLIES STORE ANODIZED TEMPERED NEW BE FRONT REPLACED 60 ALUMINUM TO FRAME GLASS, MIN STORE COMPLY U-FACTOR = THERMALLY FRONT WITH .38, w/1" FIRE SHGC BROKEN = RATED .40 INSULATED & NATURAL NEW NEW WALL 4" COLOR EXISTING EXISTING FULL BY TIES REMAIN ASSEMBLIES STORE @ ANODIZED TEMPERED NEW CONTRACTOR NOTE: EXISTING TO FRONT 60 ALUMINUM METAL THINK METAL 18" BRICK VIF TO FRAME GLASS, OWNER w/ LIMESTONE MIN O.C.
