Call to Order, Roll Call, and Establishment of a Quorum The meeting was called to order by Chairman Letsche at 6:00p.m. Roll call found Chairman Letsche, and Commissioners Edwards, Pletcher, and Cherrington present. Commissioners Vigsnes, Christman, Andrews were excused. With four members present, a quorum was established. Staff in attendance included City Planner John Sterrett. 2. Public Comment - None 3. Approval of the draft June 24, 2025 Regular Meeting Minutes Commissioner Cherrington made a motion, seconded by Commissioner Edwards, to approve the June 24, 2025 meeting minutes. With a voice vote of all ayes the motion carried. 4. Approval of the draft June 24, 2025 Public Hearing Meeting Minutes Commissioner Pletcher made a motion seconded by Commissioner Cherrington to approve the June 24, 2025 Public Hearing Meeting Minutes. With a voice vote of four ayes and three abstentions the motion carried. 5. Certificate of Appropriateness Review A. COA 25-16 – 31 East Washington Street – Anthony Saporiti – Proposal to Remove an Existing Brick Chimney from a Single-Family Home Mr. Sterrett stated that Anthony Saporiti, owner of the single-family home at 351 East Washington Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to remove the existing chimney structure on the home. The chimney has begun to fall into disrepair and the applicant appeared before the Commission at the May meeting for a preliminary review for the removal of the chimney. During the discussion of the preliminary review, there was concern from members of the Commission that the removal of the chimney would alter the historic character of the home. The home is an L-Form constructed in 1880 and considered to be a contributing structure. The Commission instructed the applicant to obtain quotes to determine the cost of repairing the chimney to its original state versus removal of the chimney completely. The applicant obtained a verbal quote from St. Charles Masonry for $3,200 to rebuild the exterior of the chimney. To remove the chimney and re-shingle would cost $300 to $400, per the verbal quote the applicant received from St. Charles Masonry. With a voice vote of three ayes and one no, the motion carried. Chairman Letsche stated he voted in opposition because the home is a contributing structure and does not want to start a precedent of removal of architectural features such as a chimney from a contributing structure. 6. Historic District/Landmark Updates A. 2025-2026 Architectural and Historical Survey Update Mr. Sterrett stated that the kick-off meeting with MKSK Architects occurred earlier in the month. The actual surveying will begin later in the fall while MKSK does initial background research. 7. Preliminary Review Mr. Sterrett stated that the Library District is interested in installing an electronic message board at the Library property. Members of the Commission agreed the Library should submit an application with plans for further discussion on this concept. 8. Other Business a. Historical Preservation Webpage – Mr. Sterrett stated this is ongoing. b. Commercial Storefront Design Guidelines – Mr. Sterrett stated the proposal to update the Commercial Storefront Design Guidelines will be included in the proposed 2026 budget for review. 9. Adjournment With no further business to discuss, Commissioner Pletcher made a motion, seconded by Commissioner Cherrington, to adjourn the meeting.
