MINUTES
PUBLIC AFFAIRS COMMITTEE
Monday, August 18, 2025, 6:15 P.M.
Call to Order, Roll Call, and Establishment of a Quorum.
Chairman Smith called the meeting to order at 6:15pm. Roll Call found Alderman
Alcantar-Garcia, Avifia-Soto, Carreto- Mufioz, Birch-Ferguson, Morano and Santiago.
Approval of Minutes.
A. Public Affairs Committee Minutes of July 21, 2025. Alderman Alcantar-Garcia
made a motion, seconded by Alderman Carreto- Mufioz to approve the minutes of the
Public Affairs Committee. Voting Aye: Chairman Smith, Alderman Alcantar-Garcia,
Avifia-Soto, Carreto-Mufioz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0.
Abstain: 0. Motion carried.
Public Participation / Presentations.

Items for Discussion.
A. Fine structure for trucks driving on City streets and parking violations. Chief
Fleury proposed an increase on truck, parking and fire hydrant violations. Chairman
Smith proposed an increase on truck fines to $250 and committee gave Chief Flury
direction to draft a resolution. Committee gave direction to change parking fines from
$35 to $40 and fire hydrant fines from $35 to $50.
Unfinished Business.
New Business.
A. Alderman Santiago asked for the police department and public works to look at
possibly making a one-way street on Kenwood Street by Pioneer School. This will help
avoid congestion during drop off and pick up.
Reports from Staff.
A. Railroad Days Final Report. Alderman Alcantar-Garcia made a motion, seconded
by Alderman Santiago to approve the report from staff. Voting Aye: Chairman Smith,
Alderman Alcantar-Garcia, Avifia-Soto, Carreto-Mufioz, Birch-Ferguson, Morano and
Santiago. Voting Nay: 0. Abstain: 0. Motion carried.

9. Adjournment. Alderman Birch-Ferguson made a motion to adjourn, seconded by
Alderman Santiago. The motion was approved by voice vote, and the meeting adjourned
at approximately 6:48pm.
