Call to Order, Roll Call, Establishment of a Quorum Chairman Kuharich called the meeting to order at 7:02 p.m. Roll call indicated that Chairman Kuharich and Commissioners Garcia, Gsedl, Hernandez (7:13 p.m.), Renwick, Treudt, and Walsh were present. Also in attendance were Alderwoman Alcantar-Garcia (7:09 p.m.), Commission Liaison, Business & Community Relations Director Kelley Chrisse, and Special Events Coordinator Nicolette Stefan. 2. Public Participation None. 3. Approval of Cultural Arts Meeting Minutes: August 7, 2025 Commissioner Renwick made a motion, seconded by Commissioner Walsh, to approve the August 7, 2025 meeting minutes. The motion carried by unanimous voice vote. 4. Items for Discussion and Possible Action a. Code Amendment for the Cultural Arts Commission: Ms. Chrisse presented the draft text amendment to the ordinance outlining the commission’s purpose and functions. The Commissioners discussed the changes and agreed that the proposed language more generally describes their functions, allowing flexibility for the future. One change was discussed to modify the language related to the Commission’s role on funding opportunities. A motion was made by Commissioner Walsh to recommend approval of the proposed text amendment along with the revision to Sec. 2-439(7) to “identify and support funding opportunities…”, which was seconded by Commissioner Renwick. Voting Aye by roll call: Walsh, Renwick, Garcia, Gsedl, Hernandez, Kuharich, and Treudt. Motion carried. b. Commission 2026 Initiatives & Budget Request: Ms. Chrisse presented the proposed initiatives for the commission’s consideration. The goal is to advance efforts identified from prior public outreach related to public art. With some concern about the Commission providing maintenance on public art pieces, initiative #10 was revised to “identify maintenance needs”. Commissioners also expressed interest in keeping Loteria and noted ways to increase engagement. Staff was directed to add the continuation of this activity into the proposed initiatives for 2026. Discussion ensued regarding the budget amounts for each initiative, which resulted in increasing the amount allocated for the 2026 Fountain Basin Painting to not more than $750 and increasing the request for 2026 Loteria to $1,105 due to increased print costs. A motion was made by Commissioner Treudt to approve the 2026 Commission initiatives and the budget request with the amendments noted, which was seconded by Commissioner Gsedl. Voting Aye by roll call: Treudt, Gsedl, Garcia, Hernandez, Kuharich, Renwick, and Walsh. Motion carried. 5. Other Business a. 2025 Art Banner Exhibit Status. Ms. Chrisse indicated that the total number of votes received was 232 with one banner (People’s Choice) having received 113 votes. The artists that designed the selected art banners and People’s Choice will be honored by the City Council at the October 20 meeting. Commissioner Renwick will share the details of the opening reception at Gallery 200 when confirmed (earmarked for early 2026). b. 2026 Art Banner Juror Discussion (Red White Blue Theme). There is a need to coordinate biography details in advance of the call for art for 2026 art banner exhibit. Staff will verify what was done in the past. c. 2025 Hokusai Updates. Chair Kuharich has inquired about the PR pushes already completed but has not heard back. With the exhibit ending on September 21, Ms. Chrisse will share one final social media post as a reminder of the exhibit noting the closing date. d. 2025 Loteria Updates. Work is ongoing to complete the final preparations for the exhibit to debut in time for the Mexican Independence Day Fest on September 14. Chair Kuharich described the process and need for promotion of the exhibit/activity. This exhibit/activity will end in early November. e. Murals/Long-term Projects. The initial intention was for the Art Trail murals to be updated approximately every 2 years. Due to timing of the Downtown Modernization & Beautification Project, the timing of the replacement murals might need to be such that the artwork is sought and/or created early in 2027 and then installed after the project is completed in late 2027. The banner exhibit will also need to be adjusted due to the impending construction. f. Public Art Master Plan Status. Components of this plan will be completed as part of the 2026 initiatives.
