Mayor Bovey called the meeting to order at 7:00 p.m. on October 6, 2025. 2. Pledge of Allegiance. Mayor Bovey led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found Dan Beebe, Rebecca Stout, Sandy Dimas, Denise Carreto-Muñoz, Joseph C. Morano, Alton Hallett, Christopher Swiatek, John Smith, Jr., and Sergio Santiago were present. Aldermen Julieta Alcántar-García, Melissa Birch Ferguson, Jayme Sheahan, Carlos Aviña Soto and Matthew Myers were absent. Also in attendance Assistant City Administrator Tia Messino, Finance Director Nikki Giles, Business & Community Relations Director Kelley Chrisse, Interim Community Development Director John Sterrett, Public Works Director Mehul Patel, Chief of Police Colin Fleury, and Attorney Kevin Sterk. Alderman Aviña Soto arrived at 7:06 p.m. Alderman Alcántar-Garcia arrived at 7:23 p.m. Mayor Bovey mentioned that he spoke to four out of nine households that are facing annexation. He was told they do not want to be annexed. Mayor Bovey said they removed the boundary agreement from the agenda as the map is incorrect. 4. Public Participation. A. Richard Vigsnes – Mr. Vigsnes read a letter. He was present on behalf of Sister Cities to request contribution to support their 2026 hosting of Taufkirchen, Vils visitors. B. Phil Balgeman – Mr. Balgeman spoke about a possible tattoo shop opening in West Chicago. C. Denise Cubel – Ms. Cubel spoke in favor of Rustic Roots a tattoo shop who wants to open their business in West Chicago. D. Victor Perez – Mr. Perez spoke in favor of Rustic Roots as well. E. Matt Waldow – Mr. Waldow is the owner of Rustic Roots and is looking to open his tattoo studio in downtown West Chicago, where the zoning currently doesn’t allow this type of business. Sandberg  Bill Baez  Gregg Anderson Mayor Bovey explained that there has been a transition and when staff found out this was to expire, they moved quickly. He informed everyone council are the ones to make this decision so everyone present is speaking to the correct group. The following spoke regarding the ICE incidents that took place on October 4, 2025.  Angel Cruz – Mr. Cruz is from Casa DuPage. He spoke about the peaceful march that took place.  Griselda – Ms. Griselda is from Casa DuPage. She gave statistics about how immigrants help the United States, and how the United States do not help them. She provided a petition to Mayor Bovey.  Christianne Lewis – Ms. Lewis spoke about the city adopting an ICE free zone.  Ruby Casarez – Ms. Casarez expressed her gratitude to Mayor Bovey for being present for the community. She was one of the witnesses that saw what happened at the gas station, two documented individuals being taken by ICE.  Rebecca Hackman – Ms. Hackman spoke about how this affects the entire community not just those that are targeted. She suggested police and staff be trained on how to help those with trauma. Also, to designate safe zones for those affected. Mayor Bovey reiterated that the city police are not involved in the ICE raids. He said the chief of police has been very responsive when he asks for any video footage. The following spoke regarding the boundary agreement.  Michelle Bowen – Ms. Bowen wanted clarification on this regarding the church being the only one being considered or the homes as well. They want the city to protect them. Ms. Messino clarified that this would only include the church as they requested this change. Alderman Dimas made a motion to move Ordinance 25-O-0045 to the front of the agenda, seconded by Alderman Santiago. Voting Aye by Voice Vote: Beebe, Stout, Alcántar-García, Dimas, Smith, Carreto- Muñoz, Hallett, Swiatek, Santiago, Morano, and Aviña Soto. Motion carried. ===== PDF PAGE 7 ===== [Extraction: embedded PDF text] City of West Chicago Regular City Council Meeting October 6, 2025 Page 3 Ordinance No. 25-O-0045 – An Ordinance Annexing Certain Territory Contiguous to the City of West Chicago. Alderman Morano gave a brief background on this annexation. Alderman Dimas relayed her concern of Winfield trying to get them annexed. Aldermen Hallett and Alcántar-García expressed their disagreement on the residents being annexed. Alderman Aviña Soto asked if the city would be affected if they failed to complete it. Attorney Sterk said it wouldn’t be used against the city in court. Alderman Swiatek asked if in 10-15 years the city needs to annex would they go through the same procedure. Mayor Bovey said nothing would prevent the city from doing this. Attorney Sterk said the mayor is correct, the city wouldn’t amend the original agreement but would need to start all over. Alderman Santiago reiterated that if the city doesn’t approve this, Winfield can come forward and annex them. Ms. Messino said Winfield has told her their intention is not to annex them any time soon. Discussion can be had regarding a boundary agreement. Both Mayor Bovey and Attorney Sterk said they cannot guarantee Winfield can’t in a year give them notice they will annex them. Alderman Hallett said he’s sure the crowd can change Winfield’s mind if that were to happen. Alderman Stout made a motion to approve Ordinance 25-O-0045, seconded by Alderman Hallett. Voting Aye: None. Voting Nay: Beebe, Alcántar-García, Santiago, Hallett, Dimas, Smith, Swiatek, Stout, Aviña Soto, Morano. Motion failed. A. Presentation: Capital Improvement Plan Public Works Director Mehul Patel gave the presentation. 5. Discussion and Possible Action to Approve the City Council Meeting Minutes
