Call to Order, Roll Call and Establishment of a Quorum Chair Barbara Laimins called the meeting to order at 7:00 p.m. Roll call found Chair Laimins, Vice Chair Kasprak, and Commissioners Terrazas, Slattery, Banasiak present. Commissioners Billingsley and Henkin were excused. With five members present, a quorum was established. Staff in attendance included Interim Director of Community Development John Sterrett. 2. Pledge of Allegiance Commissioner Terrazas led the Plan Commission in the Pledge of Allegiance. 3. Public Comment None. 4. Approval of the Draft October 7, 2025 Meeting Minutes Commissioner Slattery made a motion, seconded by Commissioner Terrazas, to approve the draft October 7, 2025 meeting minutes. With a voice vote of four ayes and one abstention (Laimins) the motion carried. 5. Public Hearing for Zoning Case PC 25-22 – A proposed Zoning Text Amendment to define the land use category of a Tattoo Parlor/Piercing Studio and add it to the list of Special Uses in the B-1 Central Business District as well as to define the land use category of Specialized Instructional Services and add it to the list of Permitted Uses in the B-1 Central Business District Commissioner Kasprak made a motion, seconded by Commissioner Banasiak, to open the public hearing. With a voice vote of all ayes, the motion carried. Mr. Sterrett was duly sworn in. Mr. Sterrett stated that The City’s downtown district (B-1 Central Business District) does not permit the use of tattoo parlors either by right or by special use. This use is only permitted in the B-3 District and requires a special use permit in addition to a minimum separation distance of 500 feet from any residential use, school, church, and daycare facility. At a recent City Council meeting, a local tattoo artist expressed a desire for the City to revisit the prohibition of tattoo parlors in the B-1 District and submitted a request to staff requesting a zoning text amendment to permit this type of use. Tattoo parlors have become more common in downtown areas and can have a positive impact on the downtown economy by generating more foot traffic and activity. Staff is of the opinion that this type of use should require approval of a Special Use Permit in the B-1 District rather than be permitted by right. Additionally, the City’s downtown district does not currently allow instructional services such as yoga, arts, crafts, or cooking. Over the last few years business engaged in these types of uses have inquired about operating in the downtown. Other uses similar to these are specifically called out as permitted, such as music, dance, trade, and martial arts. These types of uses are beneficial for the downtown because of the activity and foot traffic they create, which can have a residual effect on other businesses, such as retail shops and restaurants. Staff is proposing to create and define a more board category that encompasses all types of instructional services and allow them as a permitted use within the downtown. With all members of the public having had the opportunity to speak, and with all Plan Commissioners having the opportunity to question staff, Commissioner Kasprak made a motion, seconded by Commissioner Terrazas, to close the public hearing. With a voice vote of all ayes, the motion carried, and the public hearing was closed. 5. Review and Recommendation of Case PC 25-22 – A proposed Zoning Text Amendment to define the land use category of a Tattoo Parlor/Piercing Studio and add it to the list of Special Uses in the B-1 Central Business District as well as to define the land use category of Specialized Instructional Services and add it to the list of Permitted Uses in the B-1 Central Business District The Plan Commission deliberated the request. Commissioner Banasiak made a motion, seconded by Commissioner Kasprak, to recommend approval of the proposed Zoning Text Amendment to define the land use category of Specialized Instructional Services and to add it to the list of Permitted Uses in the B-1 Central Business District. A roll call vote found Commissioners Banasiak, Kasprak, Slattery, Terrazas, and Chair Laimins voting “aye” with no one voting “no”. With a vote of 5 ayes and zero noes, the motion carried. Commissioner Terrazas made a motion, seconded by Commissioner Banasiak, to recommend approval of the proposed Zoning Text Amendment to define the land use category of a Tattoo Parlor/Piercing Studio and add it to the list of Special Uses in the B-1 Central Business District. A roll call vote found Commissioners Terrazas, Banasiak, Kasprak, and Chair Laimins voting “aye” with Commissioner Slattery voting “no”. With a vote of 4 ayes and 1 no, the motion carried. 6. Concurrence with 2026 Meeting Schedule The meeting schedule for 2026 was reviewed and the Commission concurred with the dates. 7. Adjournment With no further business to discuss, Commissioner Kasprak made a motion, seconded by Commissioner Terrazas to adjourn the meeting. With a voice vote of all ayes, the motion carried and the Plan Commission, at 7:41 p.m., adjourned.
