Call to Order, Roll Call, and Establishment of a Quorum. Alderman Rebecca Stout called the meeting to order at 6:00 p.m. Roll call found Aldermen Julieta Alcantar-Garcia, Denise Carreto-Mufioz, Matthew Myers, Sergio Santiago, Rebecca Stout and Christopher Swiatek present. Alderman Birch Ferguson attempted to join the meeting remotely, but she could not due to technical difficulties. Alderman Stout announced a quorum. Also in attendance was Interim Community Development Director, John Sterrett. 2. Approval of Minutes. A. September 8, 2025. Alderman Swiatek moved, and Alderman Santiago seconded the motion to approve the minutes. Voting Aye: Aldermen Alcantar-Garcia, Carreto-Muiioz, Myers, Santiago, Stout and Swiatek. 3. Public Participation — There was no participation at this time. However, public participation was incorporated later in the meeting. See Item 8 below — Additions to the Agenda. 4. Items for Review and Recommendation from the Plan Commission A. Review and Recommendation of Ordinance 25-O-0051 — An ordinance approving a Zoning Text Amendment to define the land use category of a Tattoo Parlor/Piercing Studio and add it to the list of Special Uses in the B-1 Central Business District as well as to define the land use category of Specialized Instructional Services and add it to the list of Permitted Uses in the B-1 Central Business District. John Sterrett provided a staff update. The proposed Text Amendment to Specialized Instructional Services aims to allow for more contemporary types of instructional services in the downtown, such as yoga studios or cooking classes. Discussion followed and staff was asked to explain the genesis for this change. The Committee members expressed support for this proposal. Next, John Sterrett provided background for the proposal. Based on a request made at a recent City Council meeting, staff is recommending Tattoo Parlor/Piercing Studio as a special use in the downtown area. Currently it is only allowed in B-3. As a future special use, petitioners would be reviewed on a case-by-case basis and if concerns exist, then conditions could be put in place to regulate the use. Discussion followed with members voicing support of the proposal. Alderman Swiatek moved, and Alderman Santiago seconded the motion to approve Item 4.A. Voting Aye: Aldermen Alcantar-Garcia, Carreto-Mufioz, Myers, Santiago, Stout and Swiatek. 5. Unfinished Business - None. 6. New Business - None. 7. Reports from Staff— None. 8. Addition to the Agenda (Public Participation) Matt Waldow, a downtown business owner and potential petitioner of a Tattoo Parlor was recognized to speak. He requested clarification between a permitted use and a special use. Chairman Stout explained the difference. Mr. Waldow explained his family ties to the community, his experience, and his interest in furthering the success of small businesses downtown. 9. Adjournment. Alderman Santiago moved to adjourn the meeting at 6:31 p.m., and Alderman Alcantar-Garcia seconded the motion. With a voice vote of all ayes, the motion carried.
