John Sterrett provided a staff update. Court Airhart, owner of 460-470 E. Roosevelt Rd., shared a presentation for a proposed development at this existing Planned Unit Development (PUD). The proposal seeks to change from office use to more industrial-type uses of the two undeveloped parcels to the south. This would include constructing smaller-scale warehouses with office space to attract small business operators. The proposed change would require an amendment to the PUD to allow for uses not currently permitted in the Office Research Light Industrial District. Questions were asked by the Committee members and answered by Mr. Airhart and Mr. Sterrett. While concerns were expressed concerning possible semi-truck traffic Development Committee Minutes December 8, 2025 Page 1 of 2 ===== PDF PAGE 3 ===== [Extraction: embedded PDF text] and the need to ensure nearby residential areas are properly shielded, the members unanimously voiced support for this concept. 6. The 2.04-acre property is located on the west side of Howard Drive, approximately 330 feet north of Blackhawk Drive, and is zoned M (Manufacturing) District with an existing industrial use. The City’s Comprehensive Plan designates the property for Industrial use, which is consistent with the existing zoning. The proposed Minor Subdivision would divide the property into two lots. Lot 1 would contain the existing 18,343 square-foot industrial building and associated parking, while Lot 2 would contain an existing woodland area and is intended for future development with a 17,280 square-foot industrial building. The subdivision qualifies as a Minor Subdivision as it involves a single parcel along an existing public street, does not require public improvements, and would result in fewer than ten lots. Both proposed lots meet the dimensional requirements of the M Manufacturing District. A public hearing was not required for this request. At its January 6, 2026 meeting, the Plan Commission unanimously recommended approval of the Minor Subdivision, subject to conditions related to the provision of drainage, utility, and water main easements, and adopted the associated findings of fact. ACTION PROPOSED: Discuss and recommend to the City Council acceptance of the Plat of Subdivision at 1200 Howard Drive. The property is located in the M (Manufacturing) District, is currently unimproved farmland, and is designated Industrial in the City’s Comprehensive Plan, which is consistent with the zoning. The proposed Resubdivision would divide the property into two lots and three stormwater out lots. Lot 1, located primarily along Fabyan Parkway, would consist of approximately 21 acres, while Lot 2, located primarily along Poorman Parkway, would consist of approximately 16 acres. The remaining out lots would be used for stormwater detention. The petitioner intends to construct two warehouse buildings totaling approximately 677,433 square feet. Access to both lots would be provided from the future Poorman Parkway roadway, which is anticipated to be constructed in Spring 2026. A public hearing was not required for this request. At its January 6, 2026 meeting, the Plan Commission unanimously recommended approval of the Plat of Resubdivision, subject to conditions related to water main, stormwater management, and access easements, and adopted the findings of fact found in Exhibit “B” of the attached draft ordinance. Section 8.1 of the Subdivisions Regulations Code states that the Plan Commission, in reviewing the plat for recommendation, should give particular attention to the following: 1. Location of streets, lot sizes and locations, as well as the City engineer’s report and recommendations. No new streets are proposed within the resubdivision. The size of the lots meets the minimum requirements for a lot in the M Manufacturing District. The City engineer recommends a 20- foot wide watermain easement centered over the proposed watermain be provided, a storm- water management easement over the truck dock areas that are being utilized as stormwater management be provided, and easement language for the Access Easement be indicated on the Plat. 2. That the Resubdivision conforms to the conditions and provisions of the Comprehensive Plan. The property is located in the M Manufacturing District, which is consistent with the Comprehen- sive Plan, which calls for industrial at this location. Additional right-of-way was previously pro- vided for Fabyan Parkway to install a 10-foot multi-use path, as recommended by the Compre- hensive Plan. 3. That adequate provisions for storm water or floodwater runoff channels or basins have been provided. The resubdivision will include three outlots for detention to accommodate future development and will be designed to comply with the DuPage County Stormwater Management Ordinance. 4. That natural features such as large trees, water courses, and historical features have been considered for preservation. The property is currently farmland without any notable natural features. 5. That the requirements for parks and playgrounds, schools and recreation sites, and other public uses have been met. The property is zoned for industrial development and therefore exempt from this require- ment. RECOMMENDATION After a review of the requested Special Use Permit, the Plan Commission/Zoning Board of Appeals (PC/ZBA) recommended approval of the requested Special Use Permit and incorporated the following findings of fact into its recommendation: (1) The use of the Motor Vehicle Repair Shop is proposed on a property in the M Manufacturing District in an area that has several nearby uses associated with warehousing and distribution. The location will accommodate its market of truck repair by being in close proximity to these existing uses. (2) The property has an existing mixture of landscaping and solid fencing to screen the area where trucks will be temporarily stored from public view. The commercial use of a motor vehicle repair shop is compatible with industrial uses in the area and will complement and serve as a supportive use. (3) The use of the property for a Motor Vehicle Repair Shop will be consistent with the existing uses in the general vicinity, which are predominately industrial. (4) The use of the subject property for a Motor Vehicle Repair Shop is listed as a special use, per Section 11.2-4(C) of the Zoning Code. RECOMMENDATION After a review of the requested Zoning Map Amendment for the subject property from ORI to M Manufacturing, the Plan Commission/Zoning Board of Appeals (PC/ZBA) recommended approval of the request and incorporated the following findings of fact into its recommendation: 1. The existing use and zoning of the property in question. The property is currently being farmed and located in the ORI Office Research and Light Industrial District. 2. The existing use and zoning of other lots in the vicinity of the property in question. The property across the street on the southeast side of Fabyan Parkway was placed in the M Manufacturing District in 2022 and is currently in for permitting to develop the site with two industrial buildings. The properties to the north and east are also farmland and located in the ORI District. The property to the west is open space/wetlands and located in the A Airport District. 3. The suitability of the property in question for the uses already permitted under existing regulations. The property could be developed in the ORI District but current market trends make the current zoning and its regulations less appealing than the M Manufacturing District. The type of industrial development being supported currently 4. The suitability of the property in question for the proposed use. The property is adequate for the proposed zoning district and the proposed use. 5. The trend of development in the vicinity of the property in question, including changes which may have occurred since the property was initially zoned or last zoned. The development in Ordinance 26-O-0002 Page 4 of 5 ===== PDF PAGE 29 ===== [Extraction: embedded PDF text] this area of the City has largely been industrial, particularly warehousing/distribution with some manufacturing. This includes development within the DuPage Business Center to the west, and the active proposal on the east side of Fabyan Parkway for two industrial buildings in the M Manufacturing District. 6. The effect the proposed rezoning would have on implementation of the comprehensive plan. The proposed rezoning is consistent with the Comprehensive Plan, which contemplates industrial on the property. 7. Impact on surrounding properties. The proposed zoning is consistent with nearby properties and will have little impact on surrounding properties. 8. Impact on health, safety and welfare of the community. The rezoning and future development of the site will not detrimentally impact the health, safety or welfare of the community. Instead, the zoning and future development will broaden the tax base and provide employment opportunities.
