Alderman Rebecca Stout called the meeting to order at 6:00 p.m. Roll call found Aldermen Julieta Alcántar-García, Denise Carreto-Muñoz, Matthew Myers, Rebecca Stout and Christopher Swiatek present. Aldermen Melissa Birch Ferguson and Sergio Santiago were absent. Alderman Stout announced a quorum. Also in attendance was Interim Community Development Director, John Sterrett. 2. Approval of the draft November 10, 2025 Meeting Minutes. Alderman Swiatek moved, and Alderman Alcántar-García seconded the motion to approve the minutes. Voting Aye: Aldermen Alcántar-García, Carreto- Muñoz, Myers, Stout and Swiatek. 3. Public Participation – None. 4. Items for Review and Recommendation from the Plan Commission – None. 5. Items for Discussion A. Conceptual Amendment to the Prairie Center Unit B Planned Unit Development. Presentation by property owner followed by discussion only. No action proposed. John Sterrett provided a staff update. Court Airhart, owner of 460-470 E. Roosevelt Rd., shared a presentation for a proposed development at this existing Planned Unit Development (PUD). The proposal seeks to change from office use to more industrial-type uses of the two undeveloped parcels to the south. This would include constructing smaller-scale warehouses with office space to attract small business operators. The proposed change would require an amendment to the PUD to allow for uses not currently permitted in the Office Research Light Industrial District. Questions were asked by the Committee members and answered by Mr. Airhart and Mr. Sterrett.
