The 2-acre property is located at the northeast corner of Blackhawk Drive and Howard Drive and is zoned M (Manufacturing) District with an existing Special Use Permit for a contractor’s office with outside storage. The City’s Comprehensive Plan designates the property for Industrial use, consistent with surrounding land uses. The proposed use would allow for truck maintenance, inspections, parts replacement, and mechanical repairs, all occurring within the existing building. Vehicles awaiting service would be temporarily parked on-site. No repairs would occur outdoors, and no additional landscaping, lighting, or signage is proposed. The Plan Commission conducted a public hearing on January 6, 2026. No members of the public spoke on the proposal. By a vote of 4 ayes and 0 nays, the Plan Commission recommended approval of the request and adopted findings of fact supporting the recommendation, as set forth in Exhibit “B” to the attached draft ordinance. (the “APPLICANT”), submitted an application for a Special Use Permit, on file with the City of West Chicago as PC 26-03, for a Motor Vehicle Care Center, with respect to the property legally described on Exhibit “A”, attached hereto and incorporated herein (the “SUBJECT REALTY”); and, WHEREAS, on December 22, 2025, a notice for a Public Hearing on said application was mailed to all owners of real property within 250 feet of the SUBJECT REALTY and was published in the Daily Herald, and a sign advertising the Public Hearing was installed on the SUBJECT REALTY, all as required by the ordinances of the City of West Chicago and the statutes of the State of Illinois; and, WHEREAS, the Public Hearing was conducted by the Plan Commission/Zoning Board of Appeals of the City of West Chicago on January 6, 2026; and, WHEREAS, at the Public Hearing, the APPLICANT provided testimony in support of its application, and all interested parties had an opportunity to be heard; and, WHEREAS, the corporate authorities of the City of West Chicago have received the recommendation of the Plan Commission/Zoning Board of Appeals which contains specific findings of fact, pursuant to Recommendation No.26-RC-0003, a copy of which is attached hereto as Exhibit “B” which is, by this reference, incorporated herein. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of West Chicago, Du Page County, Illinois, in regular session assembled, as follows: Section 1. A Special Use Permit for a Motor Vehicle Repair Shop, in conformance with Sections 5.5 and 11.2-4(C) of the Zoning Ordinance is hereby granted for the SUBJECT REALTY, subject to compliance with the following conditions: i. No off-site storage of any kind, including trucks or other vehicles not being serviced by the Motor Vehicle Repair Shop, shall occur on the property. ii. Vehicles being serviced by the Motor Vehicle Repair Shop shall be kept on the property for no more than five (5) days, per Section 7.9(F) of the Zoning Code. iii. All trucks shall be repaired within the existing facility and no repairs may occur outside. iv. No other vehicles, except for passenger vehicles of employees or visitors, may be permitted to be parked or stored on the property, associated with the existing office use. RECOMMENDATION After a review of the requested Special Use Permit, the Plan Commission/Zoning Board of Appeals (PC/ZBA) recommended approval of the requested Special Use Permit and incorporated the following findings of fact into its recommendation: (1) The use of the Motor Vehicle Repair Shop is proposed on a property in the M Manufacturing District in an area that has several nearby uses associated with warehousing and distribution. The location will accommodate its market of truck repair by being in close proximity to these existing uses. (2) The property has an existing mixture of landscaping and solid fencing to screen the area where trucks will be temporarily stored from public view. The commercial use of a motor vehicle repair shop is compatible with industrial uses in the area and will complement and serve as a supportive use. (3) The use of the property for a Motor Vehicle Repair Shop will be consistent with the existing uses in the general vicinity, which are predominately industrial. (4) The use of the subject property for a Motor Vehicle Repair Shop is listed as a special use, per Section 11.2-4(C) of the Zoning Code.
