The property is currently zoned ORI (Office, Research, and Light Industrial), is being farmed, and contains no improvements. CRG is requesting approval of a Zoning Map Amendment to rezone the property to the M (Manufacturing) District, which would allow for future development as a warehouse/manufacturing facility. The City’s Comprehensive Plan designates the property for Industrial use, which is consistent with the proposed zoning request. The Plan Commission conducted a public hearing on January 6, 2026. No members of the public spoke on the proposal. By a vote of 4 ayes and 0 nays, the Plan Commission recommended approval of the request and adopted findings of fact supporting the recommendation, as set forth in Exhibit “B” to the attached draft ordinance. COMMITTEE RECOMMENDATION: Attachment: Draft Ordinance 26-O-0002 ===== PDF PAGE 25 ===== [Extraction: embedded PDF text] ORDINANCE NO. 26-O-0002 AN ORDINANCE GRANTING A ZONING MAP AMENDMENT FOR PARCEL 04-08-303-016 ON THE WEST SIDE OF FABYAN PARKWAY, SOUTH OF ROOSEVELT ROAD, FROM ORI OFFICE RESEARCH AND LIGHT INDUSTRIAL TO M MANUFACTURING WHEREAS, on or about December 9, 2025, CRG Acquisition, LLC (the “APPLICANT”), submitted an application for a Zoning Map Amendment, filed with the City as PC 26-04, with respect to the property legally described on Exhibit “A”, attached hereto and incorporated herein (the “SUBJECT REALTY”); and, WHEREAS, on December 22, 2025, a notice for a Public Hearing on said application was mailed to all owners of real property within 250 feet of the SUBJECT REALTY and was published in the Daily Herald, and a sign advertising the Public Hearing was installed on the SUBJECT REALTY, all as required by the ordinances of the City of West Chicago and the statutes of the State of Illinois; and, WHEREAS, the Public Hearing was conducted by the Plan Commission/Zoning Board of Appeals of the City of West Chicago on January 6, 2026; and, WHEREAS, at the Public Hearing, the APPLICANT provided testimony in support of its application, and all interested parties had an opportunity to be heard; and, WHEREAS, the corporate authorities of the City of West Chicago have received the recommendation of the Plan Commission/Zoning Board of Appeals which contains specific findings of fact, pursuant to Recommendation No.26-RC-0004, a copy of which is attached hereto as Exhibit “B” which is, by this reference, incorporated herein. PIN 04-08-303-016 Ordinance 26-O-0002 Page 3 of 5 ===== PDF PAGE 28 ===== [Extraction: embedded PDF text] EXHIBIT “B” RECOMMENDATION NO. 2026-RC-0004 TO: The Honorable Mayor and City Council SUBJECT: PC 26-04 West side of Fabyan Parkway, approximately 400 feet south of Roosevelt Road (PIN 04-08-303-016) Zoning Map Amendment from ORI to M Manufacturing DATE: January 6, 2026 PUBLIC HEARING The Plan Commission/Zoning Board of Appeals conducted a public hearing for PC 26-04 on Tuesday, January 6, 2026 in the Council Chambers of West Chicago City Hall – 475 Main Street, West Chicago, Illinois. RECOMMENDATION After a review of the requested Zoning Map Amendment for the subject property from ORI to M Manufacturing, the Plan Commission/Zoning Board of Appeals (PC/ZBA) recommended approval of the request and incorporated the following findings of fact into its recommendation: 1. The existing use and zoning of the property in question. The property is currently being farmed and located in the ORI Office Research and Light Industrial District. 2. The existing use and zoning of other lots in the vicinity of the property in question. The property across the street on the southeast side of Fabyan Parkway was placed in the M Manufacturing District in 2022 and is currently in for permitting to develop the site with two industrial buildings. The properties to the north and east are also farmland and located in the ORI District. The property to the west is open space/wetlands and located in the A Airport District. 3. The suitability of the property in question for the uses already permitted under existing regulations. The property could be developed in the ORI District but current market trends make the current zoning and its regulations less appealing than the M Manufacturing District. The type of industrial development being supported currently 4. The suitability of the property in question for the proposed use. The property is adequate for the proposed zoning district and the proposed use. 5. The trend of development in the vicinity of the property in question, including changes which may have occurred since the property was initially zoned or last zoned. This includes development within the DuPage Business Center to the west, and the active proposal on the east side of Fabyan Parkway for two industrial buildings in the M Manufacturing District. 6. The effect the proposed rezoning would have on implementation of the comprehensive plan. The proposed rezoning is consistent with the Comprehensive Plan, which contemplates industrial on the property. 7. Impact on surrounding properties. The proposed zoning is consistent with nearby properties and will have little impact on surrounding properties. 8. Impact on health, safety and welfare of the community. The rezoning and future development of the site will not detrimentally impact the health, safety or welfare of the community. Instead, the zoning and future development will broaden the tax base and provide employment opportunities.
