Mayor Bovey called the meeting to order at 7:02 p.m. on January 5, 2026. 2. Pledge of Allegiance. Mayor Bovey led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found Dan Beebe, Julieta Alcántar-García, Sandy Dimas, Rebecca Stout, Jayme Sheahan, Denise Carreto-Muñoz, Joseph C. Morano, John Smith, Jr., Sergio Santiago, Carlos Aviña Soto, and Matthew Myers were present. Aldermen Melissa Birch Ferguson and Christopher Swiatek were absent. Also in attendance Interim City Administrator Tia Messino, Finance Director Nikki Giles, Business & Community Relations Director Kelley Chrisse, Interim Community Development Director John Sterrett, and Attorney Mark Heinle. 4. Public Participation. None 5. Discussion and Possible Action to Approve the City Council Meeting Minutes of December 15, 2025. Alderman Stout made a motion to approve the December 15, 2025, seconded by Alderman Myers. Voting Aye by Roll Call: Beebe, Alcántar-García, Dimas, Stout, Sheahan, Carreto- Muñoz, Smith, Morano, Santiago, Aviña Soto, and Myers. Motion carried. 6. Discussion and Possible Action to Approve the Corporate Disbursement Report. Alderman Dimas made a motion approving the January 5, 2026, Corporate Disbursement Report in the amount of $1,559,531.05, seconded by Alderman Santiago. Voting Aye by Roll Call: Beebe, Alcántar-García, Dimas, Stout, Sheahan, Carreto- Muñoz, Smith, Morano, Santiago, Aviña Soto, and Myers. Motion carried. 7. The Reading of the Proposed Consent Agenda: *Items Not Sent to Committee: A. Approve – The Revised 2026 City Council Meetings. Correspondence and Announcements Upcoming Meetings January 12, 2026 Development Committee January 20, 2026 Public Affairs Committee Alderman Myers mentioned January 24, 2026 is the Downtown Beautification and Modernization Open House. 12. Mayor’s Comments. Mayor Bovey mentioned that on the same day is coffee with the mayor. The following Friday, January 30, 2026 is the opportunity to meet with the candidates for city administrator. He also mentioned there will be more positions that will need to be filled. He also has in mind two other temporary commissions. One is to help the city assess and help address making city hall collectively a better resource for the community. The second will be focused on community engagement involving efforts to try and promote and continue the community engagement transparency on our part and getting as many community members involved in the processes. 13. Executive Session A. Closed Meeting Minutes – 5 ILCS 120/2 (C) (21) 14. Discussion and Possible Action to Approve the Executive Session Minutes of September 15, 2025, October 20, 2025, November 17, 2025 and December 15, 2025. 15. Adjournment At 7:30 p.m., Alderman Alcántar-García made a motion to adjourn to executive session pursuant to 5 ILCS 120/2 (C) (21), which was seconded by Alderman Dimas. At 7:39 p.m., Alderman Stout made a motion to adjourn, which was seconded by Alderman Dimas.
