Call to Order, Roll Call, and Establishment of a Quorum The meeting was called to order by Chairman Letsche at 6:00p.m. Roll call found Chairman Letsche, and Commissioners Edwards, Pletcher, Vigsnes, and Christman present. Public Comment - None 3. Approval of the draft August 26, 2025 Meeting Minutes Commissioner Pletcher made a motion, seconded by Commissioner Edwards, to approve the August 26, 2025 meeting minutes with a minor correction. With a voice vote of all ayes the motion carried and the minutes, with a minor correction being made, were approved. 5. Certificate of Appropriateness Review A. COA 25-18 – 151 W Washington Street – Wiant House Properties – Proposal to remove and replace existing exterior stairs Mr. Sterrett stated that Wiant House Properties, owner of 151 W Washington Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to remove and replace the existing exterior stairs on the west side of the building. These stairs, which lead from the ground level to the unit on the second floor, have aged past their usefulness. No other modifications to the exterior of the building is proposed. The Wiant House is considered a candidate for local landmark status and is contributing to the Turner-Junction Historic District. Constructed in 1869, it consists of the Second Empire architectural style and was originally the home of Joel Wiant, an early settler of the City. The Wiant House remains an important historical asset of the Historic District and the City overall. After a brief discussion, Commissioner Edwards made a motion, seconded by Commissioner Pletcher, to approve the COA application as presented. With a voice vote of all ayes, the motion carried. B. COA 25-19 – 101 Main Street – Republic Bank – Proposal to remove and replace existing flat roof Mr. Sterrett stated that Republic Bank, owner of 101 Main Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to remove and replace the existing flat roof of the building. COA 25-20 – 178 W Washington Street – Guadalupe & Gloria Perez – Proposal to remove and replace existing shingled roof Mr. Sterrett stated that Guadalupe and Gloria Perez, owners of 178 W Washington Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to remove and replace the existing shingled-roof on the building with IKO Performance architectural shingles in Monaco Red color. No other modifications to the exterior of the building is proposed. The property is not considered a candidate for local landmark status nor is it contributing to the Turner-Junction Historic District. The building was constructed in 2000s. After a brief discussion, Commissioner Christman made a motion, seconded by Commissioner Vigsnes, to approve the COA application as presented. With a voice vote of all ayes, the motion carried. D. COA 25-21 – 216-218 Main Street – Randy Lellios – Proposal to remove and replace existing shingled roof, flat roof, and gutter/downspouts Mr. Sterrett stated that Randy Lellios, owner of 216-222 Main Street in the Turner Junction Historic District, is requesting approval of a Certificate of Appropriateness to remove and replace the existing shingled-roof on the building, the existing flat roof on the building, and the existing gutters and downspouts. The petitioner previously received approval of this work in April of 2020. The work, however, did not commence and the five year timeframe for completing the work expired. The petitioner intends to use an architectural shingle, either Owens Corning or IKO. The gutters and downspouts will be replaced with five-inch seamless aluminum in Royal Brown color. Finally, the existing flat roof will be removed and replaced with either an EPDM or TPO membrane. No other modifications to the exterior of the building are proposed. The applicant, as part of their grant application for the Downtown Investment Program, submitted three quotes outlining the proposed scope of work. The property is not considered a candidate for local landmark status but is contributing to the Turner-Junction Historic District. The Greek Revival building was constructed in the 1850’s. After a brief discussion, Commissioner Pletcher made a motion, seconded by Commissioner Edwards, to approve the COA application as presented. With a voice vote of all ayes, the motion carried. 6. Preliminary Review Mr. Sterrett stated that the West Chicago Public Library District, located at 118 West Washington Street in the Turner Junction Historic District, has made revisions to their conceptual plan for a freestanding sign. This building is a cornerstone of the historic district and requires significant attention to address deterioration on the East (Main Street), West (Turner Court), and North elevations. Architectural plans and condition photographs detailing the necessary repairs were prepared by Tassone Architects, Inc. and are included in the meeting packet. The proposed work includes extensive removal and replace- ment of extremely deteriorated brick, stone, gutters, and coping on the building. Representatives from Tassone Architects, Inc. and from Public Works will be present at the meeting to discuss the proposal. The building is of high historical significance to the City. Constructed in 1884 as "Turner Town Hall," it served as the municipality's first Village Hall, housing the police and fire departments and serving as a community hub for over 90 years. It is a distinct example of Italianate architecture and is one of only two properties in West Chicago listed on the National Register of Historic Places.
