Mayor Bovey called the meeting to order at 5:03 p.m. on January 29, 2026. 2. Pledge of Allegiance. Mayor Bovey led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found, Julieta Alcántar-García, Rebecca Stout, Denise Carreto-Muñoz, Joseph C. Morano, Christopher Swiatek, John Smith, Jr., Sergio Santiago, and Matthew Myers were present. Aldermen Dan Beebe, Sandy Dimas, Melissa Birch Ferguson, Jayme Sheahan and Carlos Aviña Soto were absent. Also in attendance Interim City Administrator Tia Messino, Katy Rush from MGT. 4. Public Participation. None 5. Closed Session. Alderman Stout made a motion to go into executive session, seconded by Alderman Santiago. Welcome and Opening Remarks At 4:00 p.m. the attendees were welcomed by Mayor Bovey and MGT introduced the candidates. 2. Attendance Sign-In for City Officials City officials and members of City Boards and Commissions were in attendance at various times throughout the event. A quorum of the City Council was not present at any time. 3. Candidate Introductions and Presentation Each candidate introduced themselves and discussed their background and interest in the position. 4. Public Q&A with Candidates Candidates responded to a combination of pre-submitted and audience questions. 5. Candidate Meet and Greet Candidates engaged individually with attendees. 6. Adjournment The informational session concluded at 6:15 p.m. No formal action was taken. Call to Order. Mayor Bovey called the meeting to order at 7:00 p.m. on February 2, 2026. 2. Pledge of Allegiance. Mayor Bovey led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found Dan Beebe, Julieta Alcántar-García, Rebecca Stout, Jayme Sheahan, Denise Carreto-Muñoz, Joseph C. Morano, Christopher Swiatek, John Smith, Jr., Sergio Santiago, Carlos Aviña Soto, and Matthew Myers were present. Aldermen Melissa Birch Ferguson and Sandy Dimas were absent. Discussion and Possible Action to Approve the City Council Meeting Minutes of January 20, 2026. Alderman Swiatek made a motion to approve the January 20, 2026, seconded by Alderman Smith. Voting Aye by Roll Call: Beebe, Alcántar-García, Stout, Sheahan, Carreto-Muñoz, Smith, Morano, Swiatek, Santiago, Aviña Soto, and Myers. Motion carried. 6. Discussion and Possible Action to Approve the Corporate Disbursement Report. Alderman Beebe made a motion approving the February 2, 2026, Corporate Disbursement Report in the amount of $1,161,097.20, seconded by Alderman Morano. Voting Aye by Roll Call: Beebe, Alcántar-García, Stout, Sheahan, Carreto-Muñoz, Smith, Morano, Swiatek, Santiago, Aviña Soto, and Myers. Motion carried. 7. New Business A. Concur with the Mayor’s Appointment of Ward 3 Alderman Mayor Bovey mentioned at the last meeting there were two people being considered and Tracey Hernandez was chosen. Alderman Alcántar-García made a motion to concur with the Mayor’s appointment of Tracey Hernandez for Ward 3 Alderman, seconded by Alderman Carreto-Muñoz. Voting Aye by Roll Call: Beebe, Alcántar-García, Stout, Sheahan, Carreto-Muñoz, Smith, Morano, Swiatek, Santiago, Aviña Soto, and Myers. Motion carried. Tracey Hernandez was then sworn in by Mayor Bovey as the Alderman for Ward 3 and took her place with the Council. 14. Mayor Bovey said it has been a challenging week. The City has been going through a lot. He mentioned the public forum that was held at city hall to prevent people from protesting at the schools.
