ITEM SUMMARY:
Many roadway segments in the City’s industrial areas require complete roadway reconstruction and underground
utility improvements. These upgrades are identified in the City’s 5-Year Recommended Roadway Improvement
Program in FY 2026, FY 2027, and FY 2028. The Industrial Streets Improvement Program (Program), consists of
Phase A, Phase B, and Phase C, as shown in the enclosed location map. Improvements will include full-depth road
reconstruction and widening using jointed Portland Cement Concrete (PCC) pavement, curb and gutter, new
sidewalks, ADA-compliant detectable warnings and ramps, existing street light removal, new street lights, rigid
conduit, unit duct, driveway apron removal and replacement, drainage improvement, watermain replacements as
needed, water apparatus (e.g., valves, water services, fire hydrants, etc.), utility structure adjustments,
reconstructions and replacement of utility structures (e.g., water valve vaults, sanitary manholes, storm sewer
manholes), sanitary sewer pipe spot repairs as identified, railroad coordination, traffic control and protection as well
as other related items required to complete the Program. The Program will be funded through municipal bonds, to
be presented for City Council consideration under a separate Agenda.
On December 8, 2025, staff issued a Request for Proposal (RFP), by invitation only, to six engineering firms
seeking qualifications and fees for Phase Ill Construction Engineering (CE) services for the 2026 Industrial Streets
Improvement Project — Phase A (Project) on Western Drive and Downs Drive between Industrial Drive and Kress
Road, as denoted in the enclosed location map, which is scheduled for construction beginning in spring 2026. Five
RFPs were submitted to the City and subsequently evaluated on January 19, 2026. The evaluation criteria included
proposed staff capabilities, proposed technical approach, workload capacity and availability, experience on similar
projects, recommendations of past clients and references, and proposed fees. Two personnel from the City staff
and a Director of Public Works and a Village Engineer from two separate municipalities evaluated the RFPs. The
following are the results of the evaluation:

Thomas Engineering Group (TEG) of Aurora, Illinois, was determined to be the Most Qualified Firm (MQF) to
provide the CE for the Project. TEG’s scope of work will include Project start-up, contractor and property owner
communication, utility coordination, construction observation & inspections, documentation, submittal reviews,
preparation and processing of pay requests and change orders, and project close-out. Furthermore, material
testing for quality assurance (QA) is also included in the proposed agreement, which will be completed by TEG’s
sub-consultant, Rubino Engineering, Inc.
The FY 2026 Budget includes $428,600.00 under the Capital Projects Fund Account No. 08-34-53-4225 for the CE
services for the Project. TEG’s proposed scope and services are in the amount not to exceed $330,000.00, which
is $98,600.00 or approximately 23% below the budget amount. Typically, construction engineering service fees for
infrastructure projects range from 10% to 15% of the construction cost. TEG’s proposed CE agreement amount is
approximately 4.6% of the estimated Project construction cost of $7,166,956.25. Staff recommends approval of
TEG’s proposed scope and services in the amount not to exceed $330,000.00.
ACTIONS PROPOSED:
Approve Resolution No. 26-R-0005 authorizing the Mayor to execute an Agreement with Thomas Engineering
Group, of Aurora, Illinois, for Phase III Construction Engineering services related to the 2026 Industrial Streets
Improvement Project - Phase A — Western Drive and Downs Drive in the amount not to exceed $330,000.00.
COMMITTEE RECOMMENDATION:
The Infrastructure Committee voted 5-0 for approval.
