This survey is being conducted because the City’s two existing historic districts, Turner Junction and East Washington Street, were originally surveyed in 1990 and 1998, respectively, and are in need of an update. Furthermore, staff was directed by the City’s Historical Preservation Commission to also pursue surveying residential neighborhoods in the immediate areas surrounding the downtown to determine the historical significance of the homes. These areas include Old Heidelberg, Town of Turner, Town of Junction, and the Elmwood and Highland residential neighborhood. The survey project is con- sistent with the City’s Comprehensive Plan, which encourages the City to “Consider a wide variety of strat- egies and policies to promote and raise awareness of the City’s historical assets”. MKSK was anticipating starting field work for the survey in September, however, this work did not begin until mid-October 2025 once most of the leaves had fallen from trees for better visibility of structures. Field work saw a brief delay in January due to the extreme cold. A total of 350 properties have been surveyed with roughly 100 to be completed. All surveying and the final report were originally anticipated to be com- pleted by the end of February. Because of the late start to field work and the brief interruption from the cold weather, the surveying will not be completed until the end of February and the final report will not be com- pleted until the end of March. Staff, therefore, recommends that the City Council adopt an extension of the completion of the project to April 30, 2026 and extend the contract with MKSK to this date. The additional two months of extension will grant MKSK additional time if any further interruptions in the final surveying occur and ensure completeness of the final report. There will be no additional costs beyond what was orig- inally agreed to because of the contract extension. ACTION PROPOSED: Consideration of the contract extension with MKSK Studios Inc. to complete the field work survey and final report by April 30, 2026. The original timeline called for completing the project by the end of February 2026. This work authorization extends for two months, to April 30, 2026. The following tasks remain to be completed: Tasks 4, 5, and 6 include mapping and identifying inventoried historic resources according to their significance status, and preparing Draft and Final Survey Reports that incorporate findings and conclusions regarding future historic landmarks and districts. Task 7 will deliver an inventory database in a Microsoft Excel, ESRI shapefile, or another format suitable for use by the City of West Chicago and its Historical Preservation Commission. Task 8 includes various community engagement efforts during the process, including meetings with the Historical Preservation Commission. Task 9 will include translating the Final Survey Report and all outreach materials, including the project website, into Spanish. Materials and report documents, including maps, photos, and associated data, will be delivered in Adobe InDesign. GIS shapefiles and other formats as requested by the City of West Chicago. MKSK will also prepare a Spanish version of the Final Report. During the survey process, MKSK will collaborate with the City of West Chicago, the Historical Preservation Commission, and other stakeholders to meet the West Chicago community's needs and satisfy this project's requirements. This extension is not an additional services request. In recent years, the Police Department and Public Works have used a combination of Police, Public Works, and ESDA vehicles to block intersections and prevent vehicles from entering event areas. The Police Department recommends that the City of West Chicago purchase a Pitagone F18 Vehicle Barrier Trailer Kit to improve public safety at city events, not to exceed $96,176.00. The 54-unit option can secure more than seven 12-foot lanes and is transported on a 24-foot trailer included with the purchase. This system is highly rated for perimeter security and holds National Protective Security Authority (NPSA) Vehicle Attack Standard (VADS) certifications. It is designed for rapid deployment, with 30 feet of coverage set up in 15 minutes, and is designed to disable and stop any vehicle that drives over the barricade, while allowing emergency vehicle access. Funding will be split: 60% from City Downtown Revitalization funds and 40% from drug asset forfeiture funds, which are authorized for law enforcement equipment and crime prevention.
