On January 15, 2024, under Resolution No. 24-R-0003, City Council authorized Executive Office Manager to execute and submit, to Illinois Department of Transportation (IDOT), BLR 09110 - Resolution for Improvement Under the Illinois Highway Code and the Mayor to execute and submit, to IDOT, BLR 09150 - Request for Expenditure/Authorization of Motor Fuel Tax Funds in the amount of $523,000.00 for the Traffic Signal Installation Project - IL-38 (Roosevelt Rd) & Technology Blvd. for the use of MFT funds on the Project. On December 1, 2025, the City Council approved Ordinance No. 25-0-0053 adopting the Annual Budget for the FY 2026 ending December 31, 2026, which included an increased expenditure of MFT funds for the Project for a total amount of $940,300.00, of which $854,700.00 is allocated for the construction phase and $85,600.00 is allocated for the construction engineering services required for the Project. On March 18, 2024, the City Council approved Resolution No. 24-R-0022, authorizing the Mayor to execute a construction engineering services contract with BLA, Inc. of Itasca, Illinois, in the amount not to exceed $74,391.00. On February 12, 2026, Staff opened bids for the construction of the Project. Helm Electric Facility Solutions, Inc. of Loves Park, Illinois, submitted the lowest and most qualified bid proposal in the amount of $949,539.50. Contract award to Helm Electric will be presented to the City Council under a separate agenda. The total MFT expenditure for the Project will be in the amount of $1,023,930.50, which will include both construction and construction engineering. To date, only $523,000 has been authorized. An additional $500,930.50 in MFT expenditure needs to be authorized to meet the total Project cost. The City is required to approve the enclosed supplemental BLR 09110 and BLR 09150 forms to be subsequently submitted to IDOT for approval. The Project is funded through a reimbursable Department of Commerce and Economic Opportunity (DCEO) grant in the amount of $600,000.00. The grant money, when received, will need to be deposited into the MFT Fund Account.
