The Park is planned in multiple phases as funding becomes available. In the Master Plan, Phase O includes natural area establishment, Environmental Review completion, and the park design. Future phases are anticipated to include additional trails, parking, a therapeutic playground and sensory garden, permanent restrooms, natural area establishment, a challenge course, pickleball and tennis courts, a community pavilion, a multi-use field, basketball courts, a sled hill, and picnic shelters. The City received $2,000,000.00 grant funds from the Department of Housing and Urban Development (HUD) to fund the environmental review, park design, and establishment of the initial natural area, commonly known as Phase 0. In FY 2023, the City entered into a grant agreement with HUD to fund the proposed Master Plan, which is set to expire on August 31, 2031. As part of the agreement, the remaining grant fund balance, once Phase O is completed, can be utilized for Phase 1 of the Master Plan. The HUD grant funding is a reimbursable grant; hence, Staff will need to prepare and submit semi-annual reports to seek reimbursement. Design for the West Chicago Community Park - Phase O Development Project (Project) has been completed and is budgeted for construction in FY 2026. The Project's Base Bid includes hot-mix-asphalt (HMA) trail, picnic shelters, site furniture, plantings of shade trees, shrubs, ornamental trees, perennial and ornamental grasses, native seeding, lawn restoration, Monarch Waystation, entry sculpture, and miscellaneous items as required in the project bid documents to complete the project. Alternate 1 includes the elimination of the proposed HMA trail from the Base Bid and the construction of the portland cement concrete (PCC) trail. Alternate 2 includes the installation of solar bollards. The Project improvements span over approximately 4.5 acres. The project is anticipated to be substantially completed in August 2026, pending weather and lead times for site furniture and lighting apparatus. Native seeding and restoration are anticipated to be substantially completed in November 2026. The request for bids was advertised in the Daily Herald and on an online bidding platform, QuestCDN, on February 3, 2026.
