ITEM SUMMARY:
The Traffic Signal Installation Project at the intersection of IL 38 (Roosevelt Road) & Technology Blvd includes the
installation of a traffic signal and approach roadway lighting at the intersection, as specified on the enclosed location
map. The scope of work generally consists of installation of foundations, handholes, underground conduit and cables,
combination controller cabinet, mast arms, signal poles, signal and pedestrian heads, loop detectors, streetlight
poles, pavement markings modifications, fiber interconnects, traffic control and protection, and other miscellaneous
items necessary to complete the Project as required by the bid documents. The Project is anticipated to be completed
in November 2026, pending weather and material lead times. Traffic signal equipment and apparatus lead times can
range up to five months due to various supply chain constraints.
On June 6, 2023, the City received a Notice of State Award from the Illinois Department of Commerce and Economic
Opportunity (DCEO) for a $600,000.00 grant for the Project. On September 27, 2023, the City and DCEO formally
entered into a grant agreement for the Project. The original agreement expired on August 31, 2025; however, a
modification to the agreement was approved by DCEO, and the agreement was extended to August 31, 2026. Staff
anticipate another modification to the agreement will be required. However, the Project needs to move forward with
the current deadline, otherwise the City is at a risk of losing the grant funding. Staff is hopeful an extension to the
agreement will be reached which will allow time to complete the construction and close out the Project with the
contractor and DCEO.
The request for bids was advertised in the Daily Herald and on an online bidding platform, QuestCDN, on January
22, 2026. There was a total of five plan holders. Staff opened bids on February 12, 2026, and below are the results:

Helm Electric Facility Solutions, Inc. of Loves Park, Illinois, submitted a bid proposal of $949,539.50, which is
$88,718.47 or approximately 10.3% higher than the engineer’s estimated cost of $860,821.03. The FY 2026 budget
under Motor Fuel Tax (MFT) Fund Account No. 16-34-58-4807 includes $854,700.00 for the Project. Helm Electric’s
bid proposal value of $949,539.50 is $94,839.50 or approximately 11.1% over the budgeted amount of $854,700.00.
The overage of $ 94,839.50 will be funded from the same MFT account. The 2026 Roadway Rehabilitation Project,
which is funded from the same MFT Fund Account, is under budget by $148,374.94, which will help offset the overage
for this Project. The DCEO funding is a reimbursable grant; hence, the staff will need to prepare and submit quarterly
reports to seek reimbursement. Staff recommends awarding the Traffic Signal Installation Project – IL 38 (Roosevelt
Road) & Technology Blvd to the lowest responsible bidder, Helm Electric Facility Solutions, Inc., for a bid amount not
to exceed $949,539.50.
ACTIONS PROPOSED:
Approve Resolution No. 26-R-0025 authorizing the Mayor to execute a Contract with the lowest responsible bidder,
Helm Electric Facility Solutions, Inc. of Loves Park, Illinois, for the Traffic Signal Installation Project – IL 38 (Roosevelt
Road) & Technology Boulevard in an amount not to exceed $949,539.50.
COMMITTEE RECOMMENDATION:
The Infrastructure Committee voted 4-0 for approval.
