                            MINUTES

                      PUBLIC AFFAIRS COMMITTEE

                           Tuesday, February 17, 2026, 6:15 P.M.

1.      Call to Order, Roll Call, and Establishment of a Quorum.

       Chairman Smith called the meeting to order at 6:15pm.  Roll Call found Alderman Alcántar-
        Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago.

2.     Approval of Minutes.

       A.     Public Affairs Committee Minutes of December 15, 2025.  Alderman Morano made a
       motion, seconded by Alderman Alcantar-Garcia to approve the minutes of the Public Affairs
       Committee. Voting Aye: Chairman Smith, Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Birch-
       Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0. Motion carried.

3.      Public Participation / Presentations.

4.     Items for Consent.

       A.    Blooming Fest Special Event Permit. Alderman Birch-Ferguson made a motion, seconded
       by Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye: Chairman
       Smith, Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago.
       Voting Nay: 0. Abstain: 0. Motion carried.

       B.     Food Fest Special Event Permit. Alderman Birch-Ferguson made a motion, seconded by
       Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye: Chairman
       Smith, Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago.
       Voting Nay: 0. Abstain: 0. Motion carried.

       C.      Frosty Fest Special Event Permit. Alderman Birch-Ferguson made a motion, seconded by
       Alderman Aviña-Soto to direct this item to City Council for approval. Voting Aye: Chairman
       Smith, Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago.
       Voting Nay: 0. Abstain: 0. Motion carried.

       D.     Resolution No. 26-R-0018  - Contract Extension with MKSK Studios to Prepare an
        Architectural and  Historical Survey  of  the  City’s  Existing  Historic  Districts and  Select
        Residential Neighborhoods. Alderman Birch-Ferguson made a motion, seconded by Alderman
       Aviña-Soto to direct this item to City Council for approval. Voting Aye: Chairman Smith,
        Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago. Voting
       Nay: 0. Abstain: 0. Motion carried.

        E.     Resolution No. 26-R-0019 – A Resolution Approving the Purchasing Agreement with
        Sunbelt Rentals, Inc. for the Purchase of a Pitagone F18 Vehicle Barrier Trailer Kit. Alderman
      Morano made a motion, seconded by Alderman Santiago to direct this item to City Council for
        approval. Voting Aye: Chairman Smith, Alcántar-Garcia, Aviña-Soto, Carreto-Muñoz, Birch-
       Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0. Motion carried.

       Birch-Ferguson made a motion, seconded by Alderman Alcantar-Garcia to direct this item to City

      Muñoz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0. Abstain: 0. Motion carried.

       B.  Resolution 26-R-0015 Market License Agreement with Bensidoun USA, Inc. for the 2026
       Mosaic Market. Alderman Birch-Ferguson made a motion, seconded by Alderman Alcantar-
       Garcia to direct this item to City Council for approval. Voting Aye: Chairman Smith, Alcántar-
        Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0.
        Abstain: 0. Motion carried.

       C.  Resolution 26-R-0016 Addendum to the City Museum Management Contract with Phalen
        Consulting, Inc. Alderman Birch-Ferguson made a motion, seconded by Alderman Alcantar-
       Garcia to direct this item to City Council for approval. Voting Aye: Chairman Smith, Alcántar-
        Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0.
        Abstain: 0. Motion carried.

       D.  Resolution 26-R-0017 Lease & Operating Agreement with People Made Visible, Inc. for 103
     W. Washington Street. Alderman Santiago made a motion, seconded by Alderman Alcantar-
       Garcia to direct this item to City Council for approval. Voting Aye: Chairman Smith, Alcántar-
        Garcia, Aviña-Soto, Carreto-Muñoz, Birch-Ferguson, Morano and Santiago. Voting Nay: 0.
        Abstain: 0. Motion carried.

9.     Adjournment.  Alderman Birch-Ferguson made a motion to adjourn, seconded by Alderman
        Alcantar-Garcia. The motion was approved by voice  vote, and the meeting adjourned  at
       approximately 6:55pm.
