Call to Order, Roll Call, and Establishment of a Quorum The meeting was called to order by Chairman Letsche at 6:00p.m. Roll call found Chairman Letsche, and Commissioners Pletcher, Vigsnes, Edwards, and Cavataio present. Commissioner Christman and Reverend Andrews were absent. With five members present, a quorum was established. Staff in attendance included Interim Director of Community Development John Sterrett, Director of Business and City Museum Director Sara Phalen. 2. Public Comment - None 3. Approval of the draft January 27, 2026 Meeting Minutes Commissioner Pletcher made a motion, seconded by Commissioner Vigsnes, to approve the January 27, 2026 meeting minutes. With a voice vote of all ayes and one abstention from Commissioner Edwards, the motion carried and the minutes were approved. 5. Certificate of Appropriateness Review A. COA 26-04 – 351 Church Street – Hensel – Window Replacement Mr. Sterrett stated that Michael Hensel, owner of 351 Church Street, a locally landmarked property in the Old Heidelberg Neighborhood, is requesting approval of a Certificate of Appropriateness to replace the existing windows on the home. The windows have experienced significant deterioration and are in need of replacement. The homeowner is proposing to use double-hung windows by Pella. The frame will be pine with a thin, high-grade aluminum cladding on the exterior in a black color. The glass will be insulated with Argon gas with NaturalSun+ Low-E coating. The windows will be the same size as the existing windows. No other changes to the building or exterior are proposed. The property received local landmark designation on September 17, 1996. The home is a Gabled Ell/Queen Anne constructed in 1893 and considered a significant structure. The home was built for the family of John and Barbara K. Alendinger. John Alemendinger was a local stone and brick mason. The brick on the home may have been manufactured by the Turner Brick Company. After a brief discussion, Commissioner Vigsnes made a motion, seconded by Commissioner Pletcher, to approve the COA application as presented. With a voice vote of all ayes, the motion carried. 6. Historic District/Landmark Updates a. West Chicago City Museum Masonry Repair Status – Mr. Sterrett provided an update on the masonry project for the City Museum and that the project will be going out to bid in the next month. Bricks will be delivered to City Hall for review in the upcoming weeks. b. 2025-2026 Architectural and Historical Survey Update – Mr. Sterrett stated that the historic survey will be completed by the end of March and was delayed due to several cold days in January. Once completed, the report will be presented to the Historical Preservation Commission. 8. Other Business a. Approval of the 2026 Meet Schedule – Commissioner Cavataio made a motion, seconded by Commissioner Edwards, to approve the 2026 meeting schedule. With a voice vote of all ayes, the motion carried. 9. Adjournment With no further business to discuss, Commissioner Pletcher made a motion, seconded by Commissioner Edwards, to adjourn the meeting.
