The building was constructed in 1884 as “Turner Town Hall” and served as the municipality’s first Town Hall, housing the police and fire de- partments and functioning as a community hub for over 90 years. It is a nationally recognized example of Italianate architecture and is one of only two properties in West Chicago listed on the National Reg- ister of Historic Places. The proposed work is organized as a base bid with four alternates. The base bid covers roofing re- pairs and mechanical replacement, none of which are visible from the public right-of-way. Alternates 1 through 3 address window and door replacement at various elevations and floor levels, and Alternate 4 addresses fire escape renovation. All masonry rehabilitation and removal of the rooftop access lad- der at the fire escape are excluded from this contract and will be performed under a separate contract. The base bid entails removal of the existing built-up roof on the flat roof and replacement with black EPDM, with flashing tied into the renovated parapet. The tower roof fascia and frieze board on all four sides will be replaced and wrapped in aluminum, finished in bronze. A new interior drain will be in- stalled in the northwest corner of the building, piped vertically through the building to an exterior tongue and coordinated with the separate masonry contract. A new rooftop maintenance access hatch with an internally mounted steel ladder is also included. Two failing rooftop condensing units will be removed and replaced in kind as part of the roof replacement scope. Alternate No. 1 addresses the lower-level on the Turner Court elevation, proposing replacement of three fixed windows and three transoms with Marvin Ultimate wood windows, exterior clad in alumi- num and finished in bronze to match the storefront units at 200 Main Street. One two-leaf door at the lower Turner Court entrance is proposed in the same opening, constructed of an Accoya wood core with a Tricoya exterior layer for durability, field painted to match existing, with aluminum-clad frames in bronze. Alternate No. 2 addresses the main floor on the Turner Court elevation, replacing two double- hung arch-top windows and one fire escape door in the same configuration and materials. Alternate No. 3 addresses second-floor windows and doors on both the Main Street and Turner Court eleva- tions, which includes four double-hung arch-top windows on the Main Street façade and two double- hung arch-top windows plus one fire escape door on Turner Court, all in the same Marvin and Ac- coya/Tricoya specification. Alternate No. 4 proposes renovation of the existing fire escape on the Turner Court elevation. Failing stair winder treads and the steel center support column will be removed and replaced in the same lo- cation and configuration as the original, with two additional support braces added. The existing guard- rail, which does not meet current code height requirements, will be replaced with a code-compliant steel guardrail. The fire escape will be blasted, primed, and repainted in its entirety in semi-gloss black. All fenestration openings will remain unchanged and the proposed replacement windows and doors are designed to match the character, scale, profile, and detailing of the existing. The proposed use of Accoya/Tricoya wood construction and aluminum cladding in bronze finish is similar to the existing storefront fenestration at 200 Main Street. Supporting product documentation from Marvin Windows and TruStile has been provided as attachments to the application. It should be noted that 132 Main Street is only one of only two properties in West Chicago that is listed on the National Register of Historic Places and is considered a contributing property within the Turner Junction Historic District. The building is of high historical significance to the City. Accoya core bound with Tricoya exterior layer. This brings stability and durability to the wood and helps to resist fading and warping due to diurnal change and moisture intrusion. These units are to be field painted to match existing doors, wood frames clad in aluminum, finished in Bronze to match the proposed windows. 5. FIRE ESCAPE. a. Fire Escape – support pipe, stair winders, landing platforms, railings and support braces finished in semi-gloss black. COA - CRITERIA COMMENTS: 3. The compatibility of the general design, arrangement, scale texture or materials of the construction alteration, with the historic, esthetic or architectural values, characteristics and significance of the historic district and / or landmark. Response: To keep the nature of this historic building visually intact, the fenestration openings are to remain the same with no modifications to the masonry head, jamb or sill. The proposed windows and doors are to have the same proportions, profiles and detailing as the existing units they are replacing. The replacement unit’s exterior finishes are designed with durability in mind, with the same substrate as the originals. It is recommended that construction, alteration and demolition shall be done in accordance with the following: d. Deteriorated architectural features should be repaired rather than replaced, wherever possible. In the event replacement is necessary, the new material need not be identical to but should match the material being replaced in composition, design, color, texture and other visual qualities. Response: The existing doors and windows are in a state of disrepair. Proposed replacement fenestration has the same character, feel, scale and profile as the originals they are replacing to maintain the historic nature of the City Museum and Turner Historic District. g. Contemporary design for alterations and additions to existing properties should not be discouraged when such alterations and additions do not destroy the significant historical, architectural or cultural materials, and such design is compatible with the size, scale, color, material and character of the property, neighborhood or environment as outlined: 3. Proportions of openings into facility. The proportions and relationships between the doors and windows should be compatible with existing structures. Response: Proposed replacement fenestration has the same character, feel scale and profile to the originals they are replacing, within the same openings. Doors have the same look and feel as the originals, while the doors composition are of Accoya wood core with a smooth Tricoya exterior layer. This is for durability and cost savings to the City. Windows are wood and feature an exterior aluminum cladding with the same finish as the City’s building located two doors away at 200 Main street. Request was made by a City representative for this upgrade, it is for the durability, reduced maintenance and upkeep of the museum. Historic nature of the building and its surrounding district will remain intact and be more consistent in nature with this approach.
