The building is a Spanish Colonial Revival constructed in the 1910s and contains three separate commer- cial units. The units at 210 and 212 Main Street are both currently vacant. 210 Main Street was most recently occupied by Casa León furniture store, which closed and vacated last month, while 212 Main Street has been vacant for several years following the closure of Las Tias Mexican Restaurant. The owner proposes to consolidate these two spaces for a future restaurant. The third unit, 208 Main Street, is occupied by an herbal supplement retail store and is not part of this application. The proposed work on 212 Main Street entails removal of the existing windows, door, and a significant portion of the brick façade, including the recessed entryway. In their place, the owner proposes a flush storefront glass window system with a new doorway and sidelite. Per the submitted elevation, the new doorway is proposed in the center-left portion of the 212 unit façade. No changes to the façades of 210 Main Street or 208 Main Street are proposed. The submitted elevation also depicts a sign panel band above the storefront windows. No signage is proposed as part of this application; any future signage within the historic district will require a sepa- rate Certificate of Appropriateness. It should be noted that, according to the Historic Districts Property Survey, the building is classified as non-contributing and is not a candidate for local landmark status. This designation informs the appli- cable standard of review for the Commission’s consideration. The Commission was established in 1990 to provide a mechanism to identify and preserve the special distinctive historic characteristics of West Chicago and foster and encourage preservation, restoration, and historically sensitive rehabilitation of properties and streetscapes. During 2025, the Commission reviewed 22 applications for a Certificate of Appropriateness (COA). Sixteen COA applications were for building improvements for structures located in the Turner Junction Historic District (TJHD), and 5 of those COA applications were for signage. A notable project in the TJHD included the renovation of 116 Main Street, which had undergone a fire in 2024 resulting in significant damage to the building. The building owner performed a substantial renovation to both the front and rear facades, the roof, windows, and doors. Six COA applications were received for residential properties located in the East Washington Street Historic District. No COA applications were received for any of the existing landmarked properties. All COA applications reviewed in 2025 received approval. The Commission held 6 regularly scheduled meetings in 2025. Regularly scheduled meetings are held the fourth Tuesday of every month. One resignation occurred in September, which left the Commission with only six members. There were no applications received or reviewed this year for sites to be added to the National Register of Historic Places. The Commission continues to monitor the building at 132 Main Street as a site on the National Register of Historic Places. The building is the former Turner Town Hall from 1884 and is owned by the City and houses the West Chicago City Museum. The building is slated for façade improvements in 2026. An amendment to the East Washington Street Historic District was enacted to remove a parcel of land that has no structures, nor frontage, along East Washington Street. The City contracted with MKSK Architects to preform an updated survey of the City’s two existing historic districts and to also survey other residential areas that may have historical significance. The results of this survey are expected in early 2026. The City provided financial assistance via the City’s Downtown Investment Program to two properties located in the TJHD. The first grant was for 116 Main Street for exterior siding, commercial storefront, masonry replacement, new doors, and a new staircase. The other was for 216-222 Main Street for roof replacement and gutters and downspouts. Both of these projects received COA approval from the Commission.
