Approval of the Draft November 4, 2025 Meeting Minutes Commissioner Slattery made a motion, seconded by Commissioner Billingsley, to approve the draft November 4, 2025 meeting minutes. With a voice vote of four ayes and zero noes, the motion carried. 5. Review and Recommendation for Zoning Case PC 26-01 - 1200 Howard Drive — McGrath Automotive Group — Request for Approval of a Minor Subdivision for a Two-Lot Split of Parcel 01-32-300-007 Mr. Sterrett stated that the petitioner is proposing a minor subdivision to split the property into two lots. Lot 1, the northern 150 feet of the property, will contain the existing industrial building and parking while Lot 2, the southern 150 feet, will contain the existing woodland area. Once the property is split, the owner intends to develop Lot 2 with a 17,280 square foot industrial building. After a brief discussion, Commissioner Billingsley made a motion seconded by Commissioner Banasiak, to recommend approval of Zoning Case PC 26-01, and incorporate the following the findings of fact into this recommendation: 1. Review and Recommendation of Case PC 26-02 — Southeast Corner of Poorman Parkway and Fabyan Parkway — Pritzker Realty Group — Request for Approval of a Resubdivision of Lot 1 of Poorman Parkway Mr. Sterrett stated that the petitioner is proposing a subdivision to divide property into two lots. Lot 1, which will be located primarily along Fabyan Parkway, will be 21 acres while Lot 2, which is primarily along Poorman Parkway, will be 16 acres. Three outlots for stormwater detention are proposed. The petitioner intends to construct two industrial buildings, with a 400,000 square foot warehouse on Lot | and a 277,433 square foot warehouse on lot 2. The lots will be accessed solely off of the future Poorman Parkway roadway. Poorman Parkway is anticipated to be constructed in Spring of 2026. After a brief discussion, Commissioner Banasiak made a motion, seconded by Commissioner Slattery, to recommend approval of Case PC 26-02, and to incorporate the following findings into this recommendation: 1. No new streets are proposed within the resubdivision. The size of the lots meets the minimum requirements for a lot in the M Manufacturing District. The City engineer recommends a 20-foot wide watermain easement centered over the proposed watermain be provided, a stormwater management easement over the truck dock areas that are being utilized as stormwater management be provided, and easement language for the Access Easement be indicated on the Plat. 2. The property is located in the M Manufacturing District, which is consistent with the Comprehensive Plan, which calls for industrial at this location. Mr. Sterrett stated that the petitioner, Truck Service Garage, Inc., is proposing to locate at the site to operate a truck repair service. The business will provide truck maintenance services, inspections, parts replacement, and mechanical repairs. They will be using the existing paved storage area to temporarily park vehicles while they are waiting to be worked on inside the building. Repairs outside of the building are prohibited. With all members of the public having had the opportunity to speak, and with all Plan Commissioners having the opportunity to question staff, Commissioner Banasiak made a motion, seconded by Commissioner Billingsley, to close the public hearing. Review and Recommendation of Case PC 26-03 — 1827 Blackhawk Drive — Truck Service Garage, Inc. — Request for Approval of a Special Use Permit for a Motor Vehicle Repair Shop in the M Manufacturing District The Plan Commission deliberated the request. (4) The proposed special use is designated by this code as a listed special use in the zoning district in which the property in question is located: The use of the subject property for a Motor Vehicle Repair Shop is listed as a special use, per Section 11.2-4(C) of the Zoning Code. No off-site storage of any kind, including trucks or other vehicles not being serviced by the Motor Vehicle Repair Shop, shall occur on the property. 2. Vehicles being serviced by the Motor Vehicle Repair Shop shall be kept on the property for no more than five (5) days, per Section 7.9(F) of the Zoning Code. All trucks shall be repaired within the existing facility and no repairs may occur outside. 4. Mr. Sterrett stated that the petitioner is the contract purchaser of the property and is making the request to place the property in the M Manufacturing District for the eventual development of the site with an industrial building for future warehousing and/or manufacturing. The property is triangular shaped with approximately 1,800 linear feet of frontage along Fabyan Parkway. After a brief discussion, Commissioner Billingsley made a motion, seconded by Commissioner Banasiak, to recommend approval of Case PC 26-04, and to incorporate the following findings of fact into this recommendation: 1. The property is currently being farmed and located in the ORI Office Research and Light Industrial District. The property across the street on the southeast side of Fabyan Parkway was placed in the M Manufacturing District in 2022 and is currently in for permitting to develop the site with two industrial buildings. The properties to the north and east are also farmland and located in the ORI District. The property to the west is open space/wetlands and located in the A Airport District. The property could be developed in the ORI District but current market trends make the current zoning and its regulations less appealing than the M Manufacturing District. The type of industrial development supported currently is more consistent with the M Manufacturing District. The property is adequate for the proposed zoning district and the proposed use. The development in this area of the City has largely been industrial, particularly warehousing/distribution with some manufacturing. This includes development within the DuPage Business Center to the west, and the active proposal on the east side of Fabyan Parkway for two industrial buildings in the M Manufacturing District. The proposed rezoning is consistent with the Comprehensive Plan, which contemplates industrial on the property. The proposed zoning is consistent with nearby properties and will have little impact on surrounding properties. The rezoning and future development of the site will not detrimentally impact the health, safety or welfare of the community. Instead, the zoning and future development will broaden the tax base and provide employment opportunities. With a voice vote of all ayes, the motion carried. 11. The subject property is located on the north side of Roosevelt Road, approximately 500 feet west of Route 59, consisting of 1.07 acres. The site is vacant and located directly behind the Thornton’s Gas Station. The lot is part of the Bluestone Properties PUD which received approval in 2015. Located immediately to the north of the site is a retention pond for the Bluestone Properties development. The North Glen Homebuilder’s Resubdivision residential development is also north of the site on Dayton Avenue, though only twenty-one (21) feet of the north property line is adjacent to the residential area because the property does not run completely parallel to the Dayton Avenue right-of-way. Landscaping, including evergreen trees, exists along the north and west property lines which was installed when the overall development was constructed. Proposal. The petitioner is proposing to develop the site with a 5,788 square foot single-lane carwash facility with an ancillary vehicle vacuum area. The car wash is proposed to operate seven days a week, 7:00 a.m. to 8:00 p.m., with summer hours closing at 9:00 p.m. No sound amplification will occur on the property. The applicant originally applied for and received City Council approval for this request on the subject property in 2021. The subject property, however, was never developed and the approval has therefore expired. The applicant now wishes to pursue this project but must again seek approval from the City Council, which includes a public hearing by the Plan Commission. Site Access & Traffic Circulation. The subject property will have access solely off Roosevelt Road through an existing right-in/right- out/left-in driveway. The drive off Roosevelt Road contains an access easement serving the existing Thornton’s lot as well as the subject site. Three drive-thru lanes are proposed for vehicles waiting to pay that will funnel down to one lane entering the wash bay. The entrance to the wash bay is near the northwestern part of the property with the exit near the southeastern part of the property, near the shared access drive. The lane for vehicles leaving the car wash will terminate at the access drive and vehicles will exit the site onto westbound Roosevelt Road. A secure gated emergency access lane is proposed off Dayton Avenue and will be restricted to emergency vehicles only. No car wash traffic will be permitted to exit the site onto Dayton Avenue through this emergency access lane. Both the emergency access lane and the site circulation layout have been approved by the West Chicago Fire Protection District. Parking. The petitioner is proposing eighteen (18) parking stalls south of the building which will also serve as vacuum accessible spaces. An additional two (2) parking stalls are proposed to serve as employee parking. Architectural Elevations The applicant is proposing a masonry exterior building consisting of stone with a Cedar Creek color and split-face CMU with a typical Maple color. The proposed building will have a decorative tower at each end and the entire building has a varying roofline. Gooseneck lighting is proposed on the building. The drive aisles and parking/vacuum area will be illuminated with five (5) parking lot light poles and will consist of flat cut-off LED lighting. These light poles will have a height of eighteen (18) feet, well below the maximum permitted height of twenty-five (25) feet permitted in business districts. Flat cut-off LED lights mounted at a height of ten (10) feet will be located under both the pay station and vacuum canopies. All illumination levels will be less than the maximum levels permitted at the property lines. Given the residential area to the north, the lighting does not exceed 0.1 foot-candles along the north property line adjacent to the residential district. II}umination levels at the west property line are at 0.4 foot-candles or less, well below the maximum 2.0 foot-candles permitted at a property line adjacent to commercial. The south and eastern property lines are also below the maximum 2.0 foot-candles permitted. Landscaping. The petitioner is proposing significant landscaping around the perimeter of the site as well as along the building foundation, and in the parking lot islands as required per City Code. The north and west property lines of the site will contain dense evergreen species to account for the residential areas to the north and the existing office building to the west. Existing landscaping will remain to supplement the proposed landscaping. Fencing is also proposed near the north property line for added screening and sound attenuation. All landscaping will satisfy the requirements of the City’s landscape ordinance. Engineering and Stormwater. Both Public Works and the City’s Stormwater Engineer have reviewed the final engineering plans for development of the site. All engineering comments, including stormwater, have been addressed by City staff. Special Use Findings of Fact As stated under Section 5.5-4, the Plan Commission/Zoning Board of Appeals shall recommend a special use only if it shall make findings of fact based upon evidence presented that the special use: (1) Is necessary for the public convenience at that location or, the case of existing nonconforming uses, a special use permit will make the use more compatible with its surroundings: (This standard should be interpreted as indicating whether or not the proposed use is good for the public at that particular physical location, and not whether or not the use itself is needed there). The use of a car wash is best suited for a commercial area, such as the subject location at the northwest corner of Route 59 and Roosevelt Road. This intersection is a commercial node that contains other vehicular-type uses. Furthermore, the use is compatible with the existing gas station within the overall development. Patrons are limited to the existing restricted right-in/right-out/left-in off Roosevelt Road. The proposed design of the site complies with all engineering and stormwater requirements. (3) Will not cause substantial injury to the value of other property in the neighborhood in which it is located: The proposed development will contain fencing as well as a significant amount of landscaping including evergreen trees to screen the property and provide sound attenuation for the residential areas to the north. The petitioner has oriented the car wash building so the exit, which contains the dryer, will be facing away from the residential area. The vacuum area will be located near Roosevelt Road. The car wash building, which will be between the vacuum area and the north property line, will provide sound attenuation for the vacuums. The proposed lighting will comply with the maximum illumination level of 0.1 foot-candles permitted adjacent to a residential district as well as the maximum illumination level of 2.0 foot- candles at all other property lines. All proposed lighting will be flat cut-off LED lighting to prevent glare. (4) The proposed special use is designated by this code as a listed special use in the zoning district in which the property in question is located: The proposed car wash facility use is listed as a special use per Section 10.3-4 (D) of the Zoning Code. Final Planned Unit Development Findings of Fact. Per Section 15.3 of the Zoning Ordinance: “...if the final plan and plat are, in the opinion of the Plan Commission, deemed to be sufficient in compliance with all applicable City ordinances and in substantial conformity with the approved preliminary plan and plat, they shall be approved by the Plan Commission and recommended to the City Council”. The Comprehensive Plan calls for expanding mobile food vendors as a permitted use beyond the M District to all commercial zoning districts, with emphasis placed on food trucks permitted in the downtown. Mobile food vendors can add vibrancy to the community by creating a festive atmosphere while also providing economic opportunities for startups in the food industry. Expanding mobile food vendors to other zoning districts can be accomplished through an amendment to the text of the Zoning Code. (3) A property owner shall submit an application for a Mobile Food Vending Zoning Certificate to the Community Development Department with a Site Plan or Plat of Survey indicating the proposed location of the Mobile Food Vendor. (4) The Mobile Food Vendor shall not interfere with any vehicular or pedestrian traffic and shall not block or hinder any emergency vehicle access lanes nor any emergency egress from a building. (5) A minimum 60-inch wide accessible pedestrian route shall be maintained around and adjacent to the Mobile Food Vendor at all times during operation. No equipment, seating, signage, or other obstructions shall encroach upon the required accessible route. (6) A mobile food vendor shall not be located within, or otherwise occupy, any required parking stall or maneuvering aisle. Placement of a mobile food vendor within a parking stall is permitted only where the subject property provides parking in excess of the minimum number of spaces required under this Code for all uses on the property, and only to the extent that the remaining available parking spaces meet or exceed such minimum requirement after accounting for any spaces occupied by the Mobile Food Vendor. (7) The Mobile Food vendor shall be located on an approved hard surface, as required in Section 13.1-8 of Appendix A (the Zoning Code) of the Code of Ordinances of the City of West Chicago. (8) The Mobile Food Vendor shall be located at least 200 feet from a building entrance of any licensed food or beverage establishment located within a structure, unless permission is granted in writing by said establishment and submitted by the applicant at the time of application. Background Illinois State Statute 63 ILCS 5/11-13-19 requires municipalities to formally approve an official zoning map on an annual basis. Zoning Map Changes No annexations nor subdivisions occurred in 2025. Two zoning map amendments were approved in 2025. One was to rezone a | acre property at 1952 Franciscan Way from B-2 General Business to R-6 Multiple-Family Residential for a future residential condominium development. The other was to rezone 1.62 acres located at 525 N Neltnor Boulevard from R-2 Single-Family Residential to B-2 General Business District for Educare West Dupage.
