                          MINUTES

                 DEVELOPMENT COMMITTEE

                           January 12, 2026, 6:00 p.m.

    1.  Call to Order, Roll Call, and Establishment of a Quorum.

         Alderman Rebecca Stout called the meeting to order at 6:00 p.m.
          Roll call found Aldermen Denise Carreto-Muñoz, Matthew Myers, Sergio Santiago,
         Rebecca Stout and Christopher Swiatek present. Aldermen Melissa Birch Ferguson
         was absent. Alderman Stout announced a quorum. Alderman Julieta Alcántar-García
           arrived shortly after attendance was taken.
          Also in attendance was Interim Community Development Director, John Sterrett.
    2. Approval of the Draft December 8, 2025 Meeting Minutes.

        Alderman Swiatek moved, and Alderman Myers seconded the motion to
         approve the minutes. Voting Aye: Aldermen Carreto-Muñoz, Myers, Santiago,
          Stout and Swiatek.

    3.  Public Participation – None.

    4. Items for Consent from the Plan Commission

      A. Recommend Approval of Resolution 26-R-0001 – A Resolution Approving a Plat
           of Subdivision for 1200 Howard Drive.

       B. Recommend Approval of Resolution 26-R-0002 – A Resolution Approving a Plat
           of Subdivision Lot 1 of Poorman Parkway Resubdivision.

      C. Recommend Approval of Ordinance 26-O-0001 – An Ordinance Granting a
           Special Use Permit for a Motor Vehicle Repair Facility at 1827 Blackhawk Drive.

      D. Recommend Approval of Ordinance 26-O-0002 – An Ordinance Granting a Zoning
       Map Amendment for Parcel 04-08-303-016 on the West Side of Fabyan Parkway,
          South of Roosevelt Road, from ORI Office Research and Light Industrial to M
          Manufacturing.

Alderman Myers moved, and Alderman Swiatek seconded the motion to
         approve the minutes. Voting Aye: Aldermen Alcántar-García, Carreto-Muñoz,
         Myers, Santiago, Stout and Swiatek.

    5. Items for Discussion – None.

    6. Unfinished Business - None.

    7. New Business - None.

    8. Reports from Staff

      John Sterrett informed the members about a few projects taking shape for the new year
      and reminded them about the upcoming Public Open House for the Downtown
       Modernization & Beautification Project. The Open House will be held on Saturday,
       January 24, 2026, from 10:30 a.m. to 12:30 p.m.

    9. Adjournment.

      Alderman Myers moved to adjourn the meeting at 6:06 p.m., and Alderman
      Swiatek seconded the motion. With a voice vote of all ayes, the motion carried.
