CITY COUNCIL MINUTES
Regular Meeting
April 20, 2026
1. Call to Order. Mayor Daniel Bovey called the meeting to order at 7:00 p.m. on April
20, 2026.
2. Pledge of Allegiance. Mayor Bovey led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found, Dan Beebe, Julieta Alcantar-Garcia, Sandy Dimas, Jayme Sheahan,
Joseph C. Morano, Christopher Swiatek, John Smith, Jr., Sergio Santiago, Carlos Avifia
Soto, and Matthew Myers were present. Alderman Rebecca Stout, Melissa Birch
Ferguson, Denise Carreto-Mufoz, and Tracey Hernandez were absent.
Also in attendance City Administrator Viviana Ramirez, Assistant City Administrator Tia
Messino, Finance Director Nikki Giles, Business & Community Relations Director Kelley
Chrisse, Interim Community Development Director John Sterrett, Public Works Director
Mehul Patel, Assistant Public Works Director Dave Shah, Chief of Police Colin Fleury,
Commander Adam Reavley, and Attorney Mark Heinle.
4. Public Participation.
A. Omar Espinosa — Mr. Espinosa is part of the Mexican Cultural Center DuPage and
they are having a fundraiser at St. Andrews on Tuesday, May 5, 2026.
B. Joseph Sheehan — Mr. Sheehan has two cases with West Chicago. He would like to
settle these cases without any more financial harm. He does have the option of
seeking protection from Winfield and signing a pre-annexation agreement.
Presentation: SCARCE’s PPT Presentation and Earth Day, Water Quality Flag, and
Proclamation Presentation from SCARCE and DuPage County.
Proclamations: Arbor Day, Earth Day, and National Public Works Week
Mayor Bovey read the proclamations.
5. Discussion and Possible Action to Approve the City Council Meeting Minutes
of April 6, 2026.
Alderman Swiatek made a motion to approve the City Council Meeting Minutes of April
6, 2026, seconded by Alderman Smith.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Dimas, Sheahan, Smith, Morano,
Swiatek, Santiago, and Avifia Soto. Abstained: Myers. Motion carried.
6. Discussion and Possible Action to Approve the Corporate Disbursement
Report.
Alderman Dimas made a motion approving the April 20, 2026, Corporate Disbursement
Report in the amount of $949,454.51, seconded by Alderman Beebe.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Dimas, Sheahan, Smith, Morano,
Swiatek, Santiago, Avifia Soto, and Myers. Motion carried.
7. The Reading of the Proposed Consent Agenda:
*Development Committee:
A. Ordinance No. 26-O-0006 — An Ordinance Granting a Special Use Permit
for 511 E. Roosevelt Road for Motor Vehicle Laundry.

B. Resolution No. 26-R-0031 — A Resolution Authorizing the Mayor to Adopt
the 2026 Official Zoning Map for the City of West Chicago.
*Infrastructure Committee:
C. Approve — The City Administrator's Execution of a Three-Year Contract
with Dynergy Energy Services, LLC for the Supply of Electricity for the
City's Water Treatment Plant, all Well Stations, and all Sanitary Lift
Stations.
D. Resolution No. 26-R-0030 — A Resolution Authorizing the Mayor to
Execute a Contract with The Fields on Caton Farms, Inc. for the 2026
Spring Parkway Planting Program in an Amount Not to Exceed
$56,622.00.
*Public Affairs Committee:
E. Approve — The Hello Summer Special Event — Scheduled for
Saturday, June 13, 2026.
F. Approve — The Railroad Days Special Event — Scheduled from
Thursday, June 18, 2026 through Sunday, June 21, 2026.
G. Approve — The America 250 Parade Special Event — Scheduled for
Sunday, July 5, 2026.
H. Approve — The Taco & Art Fest Special Event — Scheduled for
Saturday, July 25, 2026.
|. Approve — The Battle of the Bands Special Event — Scheduled for
Saturday, August 15, 2026.
J. Resolution No. 26-R-0034 — A Resolution Authorizing the Mayor to
Execute a Sponsorship Agreement with the West Chicago Parks
Foundation for the “WeGo Full Steam Ahead” Public Art Initiative in
an Amount Not to Exceed $5,000.00 and Authorizing the Use of Public
Property for Sculpture Installation.
K. Resolution No. 26-R-0033 — A Resolution Authorizing the Mayor to
Execute a Contract with W.A. Management, Inc. for Tall Grass and
Weed Cutting Services.
8. Motion to Establish the Consent Agenda:
Alderman Avifia Soto would like to pull Item 7.K.
Alderman Dimas made a motion to establish the consent agenda to include Items 7.A.
to 7.J., seconded by Alderman Myers.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Dimas, Sheahan, Smith, Morano,
Swiatek, Santiago, Avifia Soto, and Myers. Motion carried.
9. Motion to Approve Items on the Established Consent Agenda:
Alderman Myers made a motion to approve Item 7.A. to 7.J., seconded by Alderman
Swiatek.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Dimas, Sheahan, Smith, Morano,
Swiatek, Santiago, Avifia Soto, and Myers. Motion carried.
10. Consideration of Items Removed from the Consent Agenda:
Alderman Aviria Soto pulled the item because there was a meeting regarding if there is
a second option for the residents.

Alderman Morano clarified that this company has been used for years and is used after
residents receive notification to cut their grass and they don't.
Mayor Bovey mentioned that him along with Alderman Santiago have suggested there
be a list of companies who can volunteer and help those residents with excruciating
circumstances. Staff will research and present to the Public Affairs Committee.
Alderman Dimas asked for clarification on how it will be determined who needs the help
vs. who doesn’t want to do it.
Mayor Bovey reiterated that staff will look into it and report back.
Alderman Myers made a motion to approve Item 7.K., seconded by Alderman Smith.
Voting Aye by Roll Call: Beebe, Alcantar-Garcia, Dimas, Sheahan, Smith, Morano,
Swiatek, Santiago, Avifia Soto, and Myers. Motion carried.
11. Reports by Committees:
Alderman Morano mentioned the great work the public works team does.

14. Correspondence and Announcements
Alderman Dimas mentioned the trail clean up this Saturday, April 25'" at 9:00 a.m. at
Sassafras Drive. They will clean trail on both sides up until the bridge on Route 59.
Volunteers should bring gloves and tools to grab the garbage.
Alderman Myers mentioned the Downtown Revitalization Commission Meeting on
Monday, April 27* at 7:00 p.m. at City Hall.
Mayor Bovey reminded everyone about the seasonal extended hours at City Hall and
the Police Station on Wednesdays until 5:00 p.m. He also mentioned again that the
Spring Bulletin is now available by mail. Mayor announced Blooming Fest celebrating
25 years on May 16" 9:00 a.m. to 3:00 p.m. there will be coffee and conchas with the
mayor from 9:00 — 11:00 a.m.
Upcoming Meetings
May 4, 2026 Finance Committee
15. Mayor’s Comments.
Mayor Bovey said this week he had the opportunity to be at the high school’s mock
government exercise to pass bills. He mentioned has been involved in decisions and
would like that to continue.
Mayor wanted to thank Nikki Giles for her 20 years. Today is her last city council
meeting. The new finance director will start sometime between May 11 and May 18.
16. Executive Session.
A. Land Acquisition - 5 ILCS 120/2 (C) (5) (6)
17. Adjournment
At 8:08 p.m., Alderman Myers made a motion to adjourn to executive session to discuss
land acquisition — 5 ILCS 120/2 (C) (5) (6), which was seconded by Alderman Avifia
Soto.

Voting Aye by Voice Vote: Beebe, Alcantar-Garcia, Dimas, Sheahan, Smith, Morano,

At 9:03 p.m., Alderman Dimas made a motion to adjourn, which was seconded by
Alderman Alcantar-Garcia.
Voting Aye by Voice Vote: Beebe, Alcantar-Garcia, Dimas, Sheahan, Smith, Morano,
Swiatek, Santiago, Avifia Soto, and Myers. Motion carried.
