Call to Order, Roll Call, and Establishment of a Quorum The meeting was called to order by Chairman Letsche at 6:00p.m. Roll call found Chairman Letsche, and Commissioners Pletcher, Andrews, Christman, Vigsnes, Edwards, and Cavataio present. With seven members present, a quorum was established. Staff in attendance included Interim Director of Community Development John Sterrett, Director of Business, Director of Business & Community Relations Kelley Chrisse, and City Museum Director Sara Phalen. 2. Public Comment - None 3. Approval of the draft February 24, 2026 Meeting Minutes Commissioner Pletcher made a motion, seconded by Commissioner Vigsnes, to approve the February 24, 2026 meeting minutes. With a voice vote of all ayes and two abstentions from Commissioner Christman and Reverend Andrews, the motion carried and the minutes were approved. 5. Certificate of Appropriateness Review A. COA 26-05 – 132 Main Street – City Museum – Roof Repairs, Window and Door Replacement, Fire Escape Renovation Mr. Sterrett stated that the City of West Chicago, represented by Clayton Haldeman of Kluber Architects + Engineers, is requesting approval of a multi-scope exterior renovation at 132 Main Street, home of the West Chicago City Museum, located in the Turner Junction Historic District. The building was constructed in 1884 as “Turner Town Hall” and served as the municipality’s first Town Hall, housing the police and fire departments and functioning as a community hub for over 90 years. It is a nationally recognized example of Italianate architecture and is one of only two properties in West Chicago listed on the National Register of Historic Places. The proposed work is organized as a base bid with four alternates. The base bid covers roofing repairs and mechanical replacement, none of which are visible from the public right-of-way. Alternates 1 through 3 address window and door replacement at various elevations and floor levels, and Alternate 4 addresses fire escape renovation. All masonry rehabilitation and removal of the rooftop access ladder at the fire escape are excluded from this contract and will be performed under a separate contract. The base bid entails removal of the existing built-up roof on the flat roof and replacement with black EPDM, with flashing tied into the renovated parapet. The tower roof fascia and frieze board on all four sides will be replaced and wrapped in aluminum, finished in bronze. A new rooftop maintenance access hatch with an internally mounted steel ladder is also included. Two failing rooftop condensing units will be removed and replaced in kind as part of the roof replacement scope. Alternate No. 1 addresses the lower-level on the Turner Court elevation, proposing replacement of three fixed windows and three transoms with Marvin Ultimate wood windows, exterior clad in aluminum and finished in bronze to match the storefront units at 200 Main Street. One two-leaf door at the lower Turner Court entrance is proposed in the same opening, constructed of an Accoya wood core with a Tricoya exterior layer for durability, field painted to match existing, with aluminum-clad frames in bronze. Alternate No. 2 addresses the main floor on the Turner Court elevation, replacing two double-hung arch-top windows and one fire escape door in the same configuration and materials. Alternate No. 3 addresses second-floor windows and doors on both the Main Street and Turner Court elevations, which includes four double-hung arch-top windows on the Main Street façade and two double-hung arch-top windows plus one fire escape door on Turner Court, all in the same Marvin and Accoya/Tricoya specification. All proposed windows and doors are designed to match the proportions, profiles, and detailing of the existing units, installed within the existing masonry openings with no modification to the masonry head, jamb, or sill. Alternate No. 4 proposes renovation of the existing fire escape on the Turner Court elevation. Failing stair winder treads and the steel center support column will be removed and replaced in the same location and configuration as the original, with two additional support braces added. The existing guardrail, which does not meet current code height requirements, will be replaced with a code-compliant steel guardrail. The fire escape will be blasted, primed, and repainted in its entirety in semi-gloss black. All fenestration openings will remain unchanged and the proposed replacement windows and doors are designed to match the character, scale, profile, and detailing of the existing. The proposed use of Accoya/Tricoya wood construction and aluminum cladding in bronze finish is similar to the existing storefront fenestration at 200 Main Street. Supporting product documentation from Marvin Windows and TruStile has been provided as attachments to the application. It was noted that 132 Main Street is only one of only two properties in West Chicago that is listed on the National Register of Historic Places and is considered a contributing property within the Turner Junction Historic District. The building is of high historical significance to the City. Constructed in 1884 as "Turner Town Hall," it served as the municipality's first Town Hall, housing the police and fire departments and serving as a community hub for over 90 years. It is a distinct example of Italianate architecture. After a brief discussion related to the color of the window trim, Commissioner Edwards made a motion, seconded by Commissioner Pletcher, to approve the COA application with the condition that the color of the window trim be either Hampton Sage or Cascade Blue, that the plans be revised to reflect the scupper will not be removed as part of this project, and that the plans be revised to reflect the railway be removed and replaced. With a voice vote of six (6) ayes and one (1) no, the motion carried. B. The building is a Spanish Colonial Revival constructed in the 1910s and contains three separate commercial units. The units at 210 and 212 Main Street are both currently vacant. 210 Main Street was most recently occupied by Casa León furniture store, which closed and vacated last month, while 212 Main Street has been vacant for several years following the closure of Las Tias Mexican Restaurant. The owner proposes to consolidate these two spaces for a future restaurant. The third unit, 208 Main Street, is occupied by an herbal supplement retail store and is not part of this application. The proposed work on 212 Main Street entails removal of the existing windows, door, and a significant portion of the brick façade, including the recessed entryway. In their place, the owner proposes a flush storefront glass window system with a new doorway and sidelite. Per the submitted elevation, the new doorway is proposed in the center-left portion of the 212 unit façade. No changes to the façades of 210 Main Street or 208 Main Street are proposed. The submitted elevation also depicts a sign panel band above the storefront windows. No signage is proposed as part of this application; any future signage within the historic district will require a separate Certificate of Appropriateness. It should be noted that, according to the Historic Districts Property Survey, the building is classified as non-contributing and is not a candidate for local landmark status. This designation informs the applicable standard of review for the Commission’s consideration. After a brief discussion, Commissioner Christman made a motion, seconded by Commissioner Edwards, to approve the COA application with the condition that the brick replacement be Endicott brick. West Chicago City Museum Masonry Repair Status – Mr. Sterrett updated on the masonry project for the City Museum and that the project will be going out to bid soon. b. 2025-2026 Architectural and Historical Survey Update – Mr. Sterrett stated that the historic survey will be completed soon and that the completion was delayed due to weather earlier in the year. 8. Other Business Approval of the 2025 Annual Report to the City Council – Reverend Andrews made a motion, seconded by Commissioner Vigsnes, to approve the 2025 Annual Report to the City Council. The building was most recent- ly used as a resale shop and the new owner is proposing to convert the building to a restaurant use. The proposed work on the east (Main Street) façade includes removal of the existing windows, entry door, canopy, and sections of the masonry wall. In their place, the owner proposes a flush aluminum storefront system with double-insulated glass and a new entry. The west elevation, located on Turner Court, includes aluminum storefront windows at the upper level, a double door with transom and flank- ing windows at the lower level, and a painted steel canopy toward the south end. The south elevation, which faces the City-owned open space corridor leading from Main Streat down to Turner Court, is where most of the work is concentrated. At the west end, three window openings are proposed including two at the upper level and one at the lower, each with a steel lintel and lime- stone sill. A large decorative mosaic panel lit by three pendant-mounted LED wall wash lamps is pro- posed in the middle of the wall. At the east end, a secondary entry is proposed with a steel canopy above and wall sconces on both sides of the door. The owner is also proposing to remove the existing chimney located on the south elevation. No specs have been submitted yet for the proposed doors and windows. As mentioned, the proposed use of the space is a restaurant. No signage associated with the restau- rant is proposed as part of this application and any future signage on the building will require a sepa- rate Certificate of Appropriateness. The building is Vernacular Commercial, constructed in the late 1910’s, early 1920’s and is contributing to the Turner Junction Historic District, though it is not a candidate for local landmark status.
