PROCLAMATION RECOGNIZING MAY AS MENTAL HEALTH AWARENESS MONTH WHEREAS, mental health is essential to the overall health, well-being, and quality of life of individuals, families, and communities; and WHEREAS, mental health conditions affect people of all ages, backgrounds, and socioeconomic circumstances, and early access to prevention, treatment, and recovery services improves outcomes and strengthens communities; and WHEREAS, stigma surrounding mental illness continues to prevent many individuals from seeking help, support, and treatment, contributing to isolation, untreated illness, and unnecessary suffering; and WHEREAS, education, awareness, and open community conversations about mental health promote understanding, compassion, and acceptance while encouraging residents to seek assistance when needed; and WHEREAS, the residents of the City of West Chicago have demonstrated their commitment to community wellness through the establishment of a Winfield Township 708 Mental Health Board pursuant to the Illinois Community Mental Health Act; and WHEREAS, Winfield Township 708 Mental Health Board works to identify local mental health needs and will be granting public funds to qualified community agencies to expand access to counseling, crisis intervention, substance use services, developmental disability supports, and other essential behavioral health services for residents; and WHEREAS, these investments help ensure that residents have access to local, affordable, and culturally responsive mental health services, strengthening families, supporting youth and older adults, and improving community safety and resilience; and WHEREAS, Mental Health Awareness Month provides an opportunity for residents, local organizations, schools, employers, and government agencies to work together to reduce stigma, promote mental wellness, and encourage individuals to seek help without fear or shame. NOW, THEREFORE, BE IT RESOLVED, I, Daniel Bovey, Mayor of the City of West Chicago, hereby proclaim the month of May is hereby proclaimed Mental Health Awareness Month in the City of West Chicago, and encourages all residents to increase awareness and understanding of mental health, support those experiencing mental health challenges, and actively work to eliminate stigma associated with mental illness. He does have the option of seeking protection from Winfield and signing a pre-annexation agreement. Mayor Bovey mentioned that him along with Alderman Santiago have suggested there be a list of companies who can volunteer and help those residents with excruciating circumstances. Staff will research and present to the Public Affairs Committee. Alderman Dimas asked for clarification on how it will be determined who needs the help vs. who doesn’t want to do it. Mayor Bovey reiterated that staff will look into it and report back. Alderman Myers made a motion to approve Item 7.K., seconded by Alderman Smith. Alderman Myers mentioned the Downtown Revitalization Commission Meeting on Monday, April 27th at 7:00 p.m. at City Hall. Mayor Bovey reminded everyone about the seasonal extended hours at City Hall and the Police Station on Wednesdays until 5:00 p.m. He also mentioned again that the Spring Bulletin is now available by mail. Mayor announced Blooming Fest celebrating 25 years on May 16th 9:00 a.m. to 3:00 p.m. there will be coffee and conchas with the mayor from 9:00 – 11:00 a.m. Upcoming Meetings May 4, 2026 Finance Committee 15. Mayor’s Comments. Mayor Bovey said this week he had the opportunity to be at the high school’s mock government exercise to pass bills. He mentioned has been involved in decisions and would like that to continue. Mayor wanted to thank Nikki Giles for her 20 years. Today is her last city council meeting. STAFF REVIEW: Tia Messino, Assistant City Administrator SIGNATURE__________________________ ITEM SUMMARY: Following a 2022 VOIP system upgrade, the City entered into an agreement with FirstComm for VOIP phone service hosting across seven City facilities. The upgrade resulted in significant cost savings compared to the City’s previous POTS lines. The original three-year contract term has ended, and the City is currently in the automatic 12- month renewal period. As part of the renewal review process, FirstComm evaluated the City’s accounts, phones, and licenses to determine whether updated pricing was available. Following that review, FirstComm proposed reduced monthly recurring charges for the City’s phone service hosting through a new three-year renewal agreement. Proposed Renewal Under the proposed renewal, the City’s monthly recurring charges would decrease from $2,696.56 to $2,243.50, before taxes and surcharges. This represents estimated savings of approximately $450 per month, or approximately $5,400 annually, compared to the City’s current monthly charges. The renewal agreement would establish a new three-year contract term. Following the initial three-year term, the agreement includes an automatic 12-month renewal at the same pricing unless terminated in accordance with the agreement. FirstComm has indicated that it would again review the City’s pricing prior to a future renewal to determine whether the City is eligible for any additional cost reductions. The attached FirstComm agreement identifies a proposed contract term of three years and includes an order total of $2,243.50 per month before applicable taxes and surcharges. Account Review FirstComm provided a detailed comparison of the City’s current and proposed monthly recurring charges by account. The review resulted in reduced monthly recurring charges across the City’s accounts for phones and licenses. One small increase was identified at the City garage location. FirstComm determined during its audit that the City had been billed for three phones and licenses at that location, although four were actually in service. FirstComm did not seek to retroactively correct the prior billing and instead included the additional phone and license in the proposed pricing going forward. Financial Impact The proposed renewal would reduce the City’s monthly recurring phone service hosting costs by approximately $450 per month before taxes and surcharges. Based on the proposed three-year term, the estimated savings would be approximately $16,200 over the contract term, before considering taxes, surcharges, or any service changes. The total base contract cost for the three-year renewal term would be $80,766, before taxes, surcharges, or any service changes. In the event of any conflict between this First Amendment and the Agreement, the terms of this First Amendment shall control. 3. Authority. The City represents that this First Amendment has been authorized by the City Council of the City of West Chicago and that the signatory on behalf of the City has full authority to execute this First Amendment. 4. Vacation Entitlement. Section 4(E) of the Agreement is hereby amended to provide that Fleury shall earn 2.0833 days per month of vacation time (25 days per full calendar year), in lieu of the 1.6667 days per month (20 days per full calendar year) set forth in the Agreement.
