Mayor Daniel Bovey called the meeting to order at 7:00 p.m. on April 20, 2026. 2. Pledge of Allegiance. Mayor Bovey led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found, Dan Beebe, Julieta Alcántar-García, Sandy Dimas, Jayme Sheahan, Joseph C. Morano, Christopher Swiatek, John Smith, Jr., Sergio Santiago, Carlos Aviña Soto, and Matthew Myers were present. Alderman Rebecca Stout, Melissa Birch Ferguson, Denise Carreto-Muñoz, and Tracey Hernandez were absent. Also in attendance City Administrator Viviana Ramirez, Assistant City Administrator Tia Messino, Finance Director Nikki Giles, Business & Community Relations Director Kelley Chrisse, Interim Community Development Director John Sterrett, Public Works Director Mehul Patel, Assistant Public Works Director Dave Shah, Chief of Police Colin Fleury, Commander Adam Reavley, and Attorney Mark Heinle. 4. Public Participation. A. Omar Espinosa – Mr. Espinosa is part of the Mexican Cultural Center DuPage and they are having a fundraiser at St. Andrews on Tuesday, May 5, 2026. B. Joseph Sheehan – Mr. Sheehan has two cases with West Chicago. He would like to settle these cases without any more financial harm. He does have the option of seeking protection from Winfield and signing a pre-annexation agreement. Presentation: SCARCE’s PPT Presentation and Earth Day, Water Quality Flag, and Proclamation Presentation from SCARCE and DuPage County. Proclamations: Arbor Day, Earth Day, and National Public Works Week Mayor Bovey read the proclamations. 5. Discussion and Possible Action to Approve the City Council Meeting Minutes of April 6, 2026. Alderman Swiatek made a motion to approve the City Council Meeting Minutes of April 6, 2026, seconded by Alderman Smith. Voting Aye by Roll Call: Beebe, Alcántar-García, Dimas, Sheahan, Smith, Morano, Swiatek, Santiago, and Aviña Soto. Abstained: Myers. Motion carried. 6. Discussion and Possible Action to Approve the Corporate Disbursement Report.
