The primary entrance to the ground floor is from Main St while a ' secondary entrance to the lower level is from Turner Ct. This building has been used as the City Museum since 1975. There have not been any major improvements made to this building in a very long time. The building is , and identified concerns include, but not limited to, deteriorating masonry fa9ade, non-compliance with current Americans with Disabilities Act (ADA) requirements, rusting fire escape, lead paint, aging HVAC equipment, roof damages, etc. ,' All these concerns are expected due to the age of the building. ·, I After obtaining a proposal from Tassone Architects to prepare bid documents for the exterior City Museum Masonry . I Rehabilitation Project (Project) in July 2024, the City executed the contract in February 2025 due to budgetary ,, constraints. Tassone Architects had previously provided similar services for 200 Main Street building. The Project , • scope includes cornice rebuilding, limestone coping cap around the perimeter, corbel belt removal and rebuild, selective tuck pointing, refurbish the existing sign, selective brick removal and replacement, parapet wall repairs, rebuilding the chimney in kind and repairs to the tower portion of the building. All work specified in the Base Bid utilizes reclaimed brick. Alternate 1 included the same scope using a new brick and Alternate 2 included the same scope using a thin brick. The Project (COA 26-01) appeared in front of the Historical Preservation Commission (HPC) on January 27, 2026. The alternate bid options were prepared based on the feedback from the HPC. The Project was advertised for bids in the Daily Herald as well as on QuestCDN (an online bidding platform) on April 7, 2026. A mandatory onsite pre-bid was conducted on April 10 ,2026. Four bids were received on April 28, 2026 of which two were deemed non- . . responsive for failure to submit required alternate pricing.. Grove Masonry Maintenance, Inc. Upon clarification with Grove Masonry Maintenance, Inc., it was determined that mobilization; overhead, profit, insurance, and access-related costs were incorporated into the total bid amounts, as these items were not separately itemized in the bid form. Based on this clarification, staff has determined the bid to be responsive and the as-read bid amounts to be valid. ' • ' I This Project will be paid for using the Capital Projects Fund (08-34-53-4801 ), where $500,000 is budgeted for this Project. OF ALSIP, ILLINOIS FOR THE CITY MUSEUM MASONRY REHABILITATION PROJECT AT 132 MAIN STREET NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West Chicago, in regular session assembled, that the Mayor is hereby authorized to award a construction Contract for Base Bid in an amount not to exceed $460,844.50 and reject Alternate 1 and Alternate 2 to Grove Masonry Maintenance, Inc. of Chicago, Illinois, for the City Museum Masonry Rehabilitation Project at 132 Main Street, in substantially the form attached hereto and incorporated herein as Exhibit "A".
