Dave Shah, Staff Liaison, called the meeting to order at 10:00 A.M. b. Members in attendance included Chair Nazree Williams, Commissioner Bob Blaus, Commissioner Victoria Burris, Commissioner David Carlson, Commissioner Matt McClure, and Commissioner Allen Rodriguez. Commissioner Tyler Kesler was absent. c. Aldermanic liaison present included Alderman Christopher Swiatek. d. Staff liaison present included Assistant Director of Public Works, Dave Shah. 2. Approval of Minutes a. Environmental Commission Meeting Minutes of March 19, 2026 i. Rodriguez made a motion, seconded by Carlson, to approve the Meeting Minutes. 1. Single-Use Bag Fee Discussion: Commission agreed to remove this item from the agenda going forward. 2. Top Five Environmental Impacts in West Chicago Discussion: Commission agreed to remove this item from the agenda going forward. ii. Commission Highlights – April 20, 2026, City Council Meeting (Along with SCARCE) Discussion: Shah shared the Commission Highlights PowerPoint for review and feedback. He noted that he will update the holiday light recycling totals and include photos of the cooking oil collection and salt shed. Rodriguez suggested adding a photo from the training held earlier that day. b. New Additions or Upcoming Events i. Earth Flag Training – April 15, 2026, 10:00 AM 1. Bareroot packaging – May 15, 2026, 4:00 P.M., Water Treatment Plant Discussion: Shah reminded Commissioners that bareroot packaging will take place the day before Blooming Fest and on the day as the next Environmental Commission meeting (May 15, 2026). v. Recycling Extravaganza & Rain Barrel Pick Up – June 6, 2026, 9:00 A.M. – 12:00 P.M. 1. Location: West Chicago Metra Station Parking Lot 2. Groot – Electronic Recycling 3. Draft Event Flyer Discussion: Shah noted that the layout may change this year due to the expanded list of accepted items, as he wants to prevent traffic from backing up onto Main Street. He is working with staff to design a new traffic flow. Rodriguez suggested providing posters for advertisement at locations such as Jewel, the Park District, and the Library. Shah recommended confirming with the respective directors before proceeding. 6. Other Business a. SCARCE’s Presentation to the City Council and Earth Day, Water Quality Flag, and Proclamation Presentation to the City from DuPage County and SCARCE – April 20, 2026, City Council Meeting b. Community Survey questions needed for Blooming Fest Event Discussion: Shah stated that he needs questions from the Commission to include in the survey. He requested that questions be submitted by May 1, 2026, so Williams and Carlson can review and approve them. 7. Upcoming Commission Meetings a. May 15, 2026, 4:00 PM, Water Treatment Plant b.
